I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.

Did you even read the article? It was specifying UNSCRUPULOUS painters! And, by the way, the photo at the top was not identified at all. How would anyone know whether it was done by a homeowner or not? Also did you ever stop to think that if a consumer has the knowlege to spot a dishonest contractor then by default he also has the knowlege to identify an honest one as well? And, pardon me, but just because you've never seen something has absolutely nothing to do with whether it has actually happened to someone else. Why would any honest business person be so defensive about the publishing of such useful information? If any painters/painting contractors object to a consumer having this kind of information maybe they are the dishonest ones!
Set the tone of the space: Over time, your needs for various rooms in your house change. What used to be a nursery might now be a teenager’s room, or what was once an office might now be a play room. The Better Business Bureau (BBB) is a trusted consumer rating body that grades businesses based on collective criteria. In addition to finding their grade, be sure to check how long the paint contractor has been a member. Also, confirm that any complaints have been resolved. The BBB will still afford a good rating if a business has addresses issues in a timely manner. Questionable painting contractors will have either a lower grade or no BBB affiliation at all.
We hired Jose Vega to paint our condo interior. From the beginning, his professionalism and people skills made me feel I made the right choice. He and his colleague, Johnny, repeatedly went out of their way to make sure that everything was exactly what we wanted. A small but telling point: Jose texted me to apologize for the most minor of typos in a previous text. They were always on time and did a thorough clean up every day. Price was very reasonable, work was top-notch, and my old cat - an excellent judge of character - loved them both!
Buying a can of premium paint, then bait and switch over to low-line products? Again, complete nonsense. Think about it for a moment; the Painter needs 5 gallons of wall finish. So, he buys one can of premium and the rest 'cheap'? How is he going to hide the 4 other gallons? What's he going to hide it in??? He only has ONE gallon of premium. It's not as though he's going to keep older can labels, they would be covered in paint of a different colour.
We're so happy we went with these guys. We have an older 1940s house that needed a LOT of prep work. There were bad patch jobs, peeling water based paint over oil paint and old cracking oil paint. Suffice to say it needed some major TLC. I must have met with a dozen companies. Some quoted 8-12k (for a 1000 sq ft house), others could do it for a reasonable price but with no guarantee on the work and said it wouldn't look that great. Jose came to the house and had a clear plan on what to do to make it look the best and keep the price reasonable. Here's why we'd recommend them to anyone. - His foreman Rene was lead on the project and did an amazing job. Overall paint & prep guru with strong attention to detail. - They use the best paint (Dunn Edwards) and it's included in the price. - They have a long guarantee on their work. - They're friendly, trustworthy and flexible. For example, we went a little too bold in one room, and they helped up picking a new color and repainted it for a small fee. They did the job back in Jan and I'm consistently looking at the walls still admiring how good they look. My friends have had painting horror stories, and I'm thankful we went with these guys.
Sand the trim with a fine-grit sanding sponge. Sponges get into crevices where sandpaper can’t go and let you apply even pressure. Then apply the first coat of paint, let it dry at least 24 hours, lightly sand it again for a completely smooth surface, and apply the second coat. After each sanding, vacuum the trim, then wipe it down with a tack cloth to remove the dust.
