I made the HUGE mistake of hiring Certa Pro to do several interior rooms of my house, and remove popcorn ceiling in a bathroom. What a nightmare! They didn't paint any door jams, they broke a cedar window sill-and didn't bother telling me, they gouged a hardwood floor, they never sealed the room that had the popcorn removed--causing white powder to be in all rooms of a 2 story home. Any fool can buy an airless paint sprayer and put paint on a house. New homes built with fiber cement siding paint clean and easily but older homes built with wood require much prep work.

This article is outdated. Deep based colors were an increase in price back in the 90's. Most stores have a standard price for all colors now. The problems the author are citing are outdated and rarely happen. This is the 2nd time I've seen this article being emailed out, it's irresponsible of angies list to keep sending out this poorly written and inaccurate article.

We're so happy we went with these guys. We have an older 1940s house that needed a LOT of prep work. There were bad patch jobs, peeling water based paint over oil paint and old cracking oil paint. Suffice to say it needed some major TLC. I must have met with a dozen companies. Some quoted 8-12k (for a 1000 sq ft house), others could do it for a reasonable price but with no guarantee on the work and said it wouldn't look that great. Jose came to the house and had a clear plan on what to do to make it look the best and keep the price reasonable. Here's why we'd recommend them to anyone. - His foreman Rene was lead on the project and did an amazing job. Overall paint & prep guru with strong attention to detail. - They use the best paint (Dunn Edwards) and it's included in the price. - They have a long guarantee on their work. - They're friendly, trustworthy and flexible. For example, we went a little too bold in one room, and they helped up picking a new color and repainted it for a small fee. They did the job back in Jan and I'm consistently looking at the walls still admiring how good they look. My friends have had painting horror stories, and I'm thankful we went with these guys.
I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.
