If the point of hiring a well established, experienced, reputable painting contractor is to secure the professionalism and trust suggested to be inherent with that choice, then I would EXPECT that professionalism and experience to include the ability to make the proper and correct calculations for labor and materials for a fixed price quote, and there should be NO reason for the contractor to put the cost burden of their miscalculation on the consumer.

I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.

I had COMPLETE faith in Angie but lately I am hesitate on reports. I would check your local hardware store or even your neighbors to get a recommendation for painters. If you liked what you saw, you can be stress free with your results. I live in Texas and I have borrowed my hardware store opinion bc that seems to be the place most of the contractors or painters come to buy stuff for the jobs. If your neighbors painters, contractors, electricians and plumbers have shown good results, stress free you. Seriously? That would never happen in the real world. And Wall repair? what painter would ever not assume wall repair as included? Never, never hire "Hanks painting" , he is a scam. He charged me 1800 for an 800 sqft house, with the agreement of painting the gutters. He not only didn't paint the gutters, the paint of the walls and front door is pealing off. He did not sand the door and the wall color is washing off. His people don't know the work and he much less than them since he painted the door.

I do not mean to come off with an edge, however, this is an article for people hiring low bid, uninsured, one man band painters out to "hustle" a buck. Hire reputable, established companies or hire someone you know or have a strong referral from.
