If there is any peeling — and there usually is somewhere — it's essential to scrape off any loose paint. This doesn't just mean the parts that are already separated from the wood and ready to fall off on their own. Each spot where paint has peeled loose needs to be scraped thoroughly until you can no longer get the sharp corner of a putty knife under any of the surrounding edges of paint. Then, the bare spot needs to be sanded until the paint edges are smooth.

I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.

If you want a surface that’s free of unevenness from past paint jobs, tell the contractors—and be prepared to pay extra. This guy Joe told me he was an expert at refinishing wood doors so I hired him but he wanted to paint the whole house to make it worth it. He then sent two Hispanics. Only one of whom spoke English . They painted the house left a huge mess then painted my mahogany doors with primer. The next day they painted them brown thus ruining about 5000 dollars in doors .I was at work in the four hours it took them to ruin my doors. Never leave anyone alone without watching. That was my mistake. The owner Joe refused to fix them and was such a crazed person shaking and starting to cry so I paid him 4000 dollars to go away. A week later that ugly brown paint bubbled up. Again I texted him the pictures and asked him to fix them. He refused . I plan on taking them to small claims court. He is not what he says he is. I'm hiring an interior painter and that is why I was reading this comment list. I'm concerned about your comment about Angie's List. Some of us don't have personal recommendations for tradespersons, and rely on sites like this. Are you saying that Angie's List's reviews are not complete or that they do not print some of the negative reviews? It's hard to know what to do - I have not been able to find a person who just had their paint done so I can ask him/her about the quality of the painter.
