I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.

to be the devils advocate i have been a building contractor 20 of the last 30 yrs. i do know that if you go to a higher sheen of paint and or darker colors then any imperfections in the walls will show up much more dramatically…therefore the painter or a good drywall finisher is needed to prepare the walls extensively. this could cause more expenses…for it takes a lot of time to prep walls (smooth walls..not textured walls) and this cost has to be absorbed.
When the homeowner is at the point of hiring a painter, they generally will have colors selected or at the very least a color in mind. I always ask for the colors before I bid a job. Dark colors, high sheen colors and specialty finishes require more labor, this drives price. If its not a color change or I'm going over a similar color I give the pricing option of one or two coats. The best advise I can give based on 25 years in the business is to put it all in writing,colors, brands of paint preferred, when the work can be done, who moves furniture and how payment will be handled. I never get up front money. BTW you most definitely get what you pay for with paint. Higher quality products results in and better looking job. I totally agree with this as well. I think every time I have read Angie's List reports, they are inaccurate and not researched enough. I had COMPLETE faith in Angie but lately I am hesitate on reports. I would check your local hardware store or even your neighbors to get a recommendation for painters. If you liked what you saw, you can be stress free with your results. I live in Texas and I have borrowed my hardware store opinion bc that seems to be the place most of the contractors or painters come to buy stuff for the jobs. If your neighbors painters, contractors, electricians and plumbers have shown good results, stress free you. I have been stress free with results, glad I asked for other opinions.Don't forget, the Hardware Store knows if that person is trustworthy and honest, their accounts would be shut down.

I think the important point is that there are several key choices (who to do the work; color, sheen, quality, of paint; how many coats; amount of prep/repairs to be done and by whom, how long the job will take, provisions for changes, how detailed the contract needs to be; advanced deposit/progress payments/final payment; final inspection, etc.) that need to be made and it requires advanced research and planning in order to become well enough informed to make the right choices. Then it requires spending sufficient time to check materials and inspect the quality of the work while it is on-going, raher than waiting to do it all at the end. President Reagan's philosophy of "Trust, but verify." applies.
Oh, where to begin? Let me start with 'watered down paint'. 25-50% before the material gets to the site? Impossible. You would basically be painting with water at that point. It would be less of a hassle, and cost, to simply use proper material. You would be forced to apply three coats instead of two, as the coverage would be horrible. Whatever cost you think might be saved in materials would be lost in labor.
I am getting quotes to paint the exterior of a 2,500 sq ft split levei home that just had all new windows and pre-primed Hardiplank installed 3 months ago. the quotes are up to $2,500 different ranging from power wash,prime again 3 coats of paint to no powerwash needed so soon and one coat of paint.. All quotes include trim. One includes complete replacement of 80 feet facia boards another just 40 feet.

If you are going to hire a contractor (professional painter) give a room by room punch list of the fixing of holes small or big, have it identified for the painter to tell you if you need a drywall finisher or if he does this type of work good. Wall repairs can be 3-5 steps to do repairs ( one per day for good drying of patching material and a good sanding) this is what gives you a good paint job only using high quality paint.
Second coats on similar colors are almost never recogicnized as being needed until the coat is applied and has dried. ONLY THEN WILL YOU SEE WHETHER IT NEEDS A SECOND COAT or not. Yes, painters can use a cheaper paint then what you paid for. That is solved by getting your own which, I would charge extra for because I will always have to go get more, or add second coat because home owner tried to skimp on paint, or they got the wrong color etc...

I agree with JHs. If there is no new color on it at all, just talk to the painter about it, if it was an honest mistake (which can happen very easily while painting) your painter should have no problem fixing it. However, in my years of experience, it is not unusual for 2 coats of door paint (good quality) not to cover very well at all. I once painted a red door 7 times, plus a tinted prime coat before I found the door to be a solid color.
