Cabinets and shutters were painted right before Thanksgiving and when my family saw my kitchen, they were amazed and impressed. This company did a beautiful job with my cabinets and shutters.
This guy Joe told me he was an expert at refinishing wood doors so I hired him but he wanted to paint the whole house to make it worth it. He then sent two Hispanics. Only one of whom spoke English . They painted the house left a huge mess then painted my mahogany doors with primer. The next day they painted them brown thus ruining about 5000 dollars in doors .I was at work in the four hours it took them to ruin my doors. Never leave anyone alone without watching. That was my mistake. The owner Joe refused to fix them and was such a crazed person shaking and starting to cry so I paid him 4000 dollars to go away. A week later that ugly brown paint bubbled up. Again I texted him the pictures and asked him to fix them. He refused . I plan on taking them to small claims court. He is not what he says he is. My wife and I just painted the interior of our house with about 6-8 gallons, of $30+ per gallon (meaning the good stuff, non-diluted) with absolutely fantastic results. However we just paid an average of $5 per gallon. Reason...all big box stores have paint, set aside, that has been mixed but not picked up by the customer. They need to sell it quick and if you're not in a hurry (you know well in advance that a room or two need painting and it's not like the roof leaking and needs an immediate fix) you can go to each store when you need other supplies or food, like Walmart (when convenient, driving 20 miles to each is not worth it) and over the course of a month or two, pick out some very nice colors of quality paint. We found perfect colors...not saying they were our first choice but when we opened the can, very nice and some even better than our original picks. Cost to paint the entire house was about $100, with all materials included, period. We had it on the market for a few months to sell, didn't sell, painted the rooms, got 2 offers the day after we finished, took the best one and never looked back.
I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.

My estimates to my customers say "guaranteed coverage" eliminates the conversations of 1 coat vs 2 coat. I have my customers submit colors 5 days prior to start date. Customers need to inform me if they are going to use pure white, dark reds, oranges, and bright yellows they need to inform me in that 5 day window, so I can adjust my pricing for 3 coats. Although this more uncommon now than years past because a lot of paint manufacturers have primer with paint products. Let the contractor know if your doing accent walls. This takes longer to cut in straight lines and it requires the contractor to purchase more paint. If you add anything on the scope of work have the painter write out the description and cost prior to them doing the work. Have the estimate say how many days it will take to perform the work. Ask how many workers will be doing the job. Make sure to enforce that number of workers their everyday until the job is complete. Do not give final payment until you do a final walk through. Walk the job when its almost complete and point out areas that you want fixed prior to the contractors final walk through. Its best to do while the workers are still in that particular area as they will have tarps down and areas covered and it will be easier for them to take care of. Purchase a roll of blue tape and stick it to areas that you want fixed. This is called a punch list.

His assistant had no idea (not a clue) how to roll paint on a wall or ceiling. Some places were not covered. He said he would pull nails for pictures and then re-insert the nails exactly where they were. This he did not do as he promised. He painted over the nails. His assistant had no idea how to use a paint roller. I have painted all my life, and would have done this work myself, but I just had a full knee replacement and the other knee is in bad shape. I just could not do the work. Wayne is a pleasant and congenial individual, but he can not cut in a ceiling or wall to my satisfaction - not even close. He should have a putty knife and wet cloth with him all the time to correct any paint that might get applied where it shouldn't. That is something I always did as a painter. I would not recommend Wayne to paint anybody's home.
