Your painting contractor should be able to tell you which premium products they use, and why. High-end materials and products perform better, look nicer, and last longer - if your contractor uses low-end options to drive your cost down, they’re not doing you any favors. When reviewing your proposal make sure a specific product is listed, not just a paint manufacturer. Every manufacturer has contractor grade options.
My painter franchisee, who I got from Angie's List, must have found some shmucks on the corner to paint my house. I specifically said I wanted stain. First my house was painted the wrong color, Then it was painted with LATEX paint- not stain. Estimates to 'undo' the damage is around $10,000 and its not a guarantee that it will work. The work is at best amateurish. I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.
The only time it's acceptable to mix water in the paint is when you're using a deep or ultra deep base paint to reduce its stickiness, which is rare with new paint technology. Dark primary colors are composed almost entirely of tint that makes it very hard to work with without adding water. (You never use a sprayer and need to thin paint.?) If i was still in the industry I'd take the time to make a better article than this. Take this for a grain of slat. Use a reputable painter or someone you know you can trust or has been referred to you by someone you trust. I wouldn't hire anyone I had to watch like a hawk to make sure they're not screwing me.
Ideally, you want a variety of older and newer projects, and you especially want to check on a very recent project, such as something completed last month. When you do get the references list, don’t take the information for granted. Take a few minutes to check these references. Ask these homeowners about the experience while services were provided and also how well the job has held up over time.

Tony and Travis came to the house to give me an estimate and were able to come back on two day's notice to do a wallpaper removal job for me. They stripped the paper, patched and primed in 1 day and were very clean and efficient. They were very willing to answer all my questions and even helped me with an unrelated paint issue. These guys are top notch! I'll definitely be calling them back for my future projects!
I am a painting contractor and have been since 2001. Make sure the estimate provides in writing: What is EXCLUDED as well as INCLUDED. It should state the manufacturer and type of paint going to be used. Estimate says ALL LABOR AND MATERIALS. My estimates to my customers say "guaranteed coverage" eliminates the conversations of 1 coat vs 2 coat. I have my customers submit colors 5 days prior to start date. Customers need to inform me if they are going to use pure white, dark reds, oranges, and bright yellows they need to inform me in that 5 day window, so I can adjust my pricing for 3 coats. Although this more uncommon now than years past because a lot of paint manufacturers have primer with paint products. Let the contractor know if your doing accent walls. This takes longer to cut in straight lines and it requires the contractor to purchase more paint. If you add anything on the scope of work have the painter write out the description and cost prior to them doing the work. Have the estimate say how many days it will take to perform the work. Ask how many workers will be doing the job. Make sure to enforce that number of workers their everyday until the job is complete. Do not give final payment until you do a final walk through. Walk the job when its almost complete and point out areas that you want fixed prior to the contractors final walk through. Its best to do while the workers are still in that particular area as they will have tarps down and areas covered and it will be easier for them to take care of. Purchase a roll of blue tape and stick it to areas that you want fixed. This is called a punch list.
Stucco is a specialized material that requires extensive preparation work (cleaning, caulking, filling in cracks, etc.). Additionally, paint suitable for rolling or brushing over stucco varies greatly depending on location and climate conditions. Some stucco paint varieties will chip and peel away in certain climate conditions, so painting professionals won't recommend them. These factors make stucco one of the more expensive siding materials to cover.
