I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.

If the point of hiring a well established, experienced, reputable painting contractor is to secure the professionalism and trust suggested to be inherent with that choice, then I would EXPECT that professionalism and experience to include the ability to make the proper and correct calculations for labor and materials for a fixed price quote, and there should be NO reason for the contractor to put the cost burden of their miscalculation on the consumer.

Prices go up depending on multiple colors, slope of surrounding areas, multiple stories..etc.Some painters charge per window to mask off. Ive seen $25 a window to $50. Interiors without flooring can be factored the same way. When you start having to do multiple colors, cut ins, masking, room isolation...etc. the price jumps considerably. I always start with a base of $0.85 a sq foot and figure it out from there. the season plays a major role too. paint and materials are charged separatly and are typically marked up at a minimum of 15%. I always tell clients this. that way they pick the paint out they want and what quality they want as well. Anyways...thats your base. 1250 sq foot home @ .0.95 a ft = $1,187.50 (one color). Pressure washing, Add another $45-$55 per hour. a 1250 sq ft home is not going to take longer than 2-3 hours if its a single story.
We're so happy we went with these guys. We have an older 1940s house that needed a LOT of prep work. There were bad patch jobs, peeling water based paint over oil paint and old cracking oil paint. Suffice to say it needed some major TLC. I must have met with a dozen companies. I agree with JHs. If there is no new color on it at all, just talk to the painter about it, if it was an honest mistake (which can happen very easily while painting) your painter should have no problem fixing it. However, in my years of experience, it is not unusual for 2 coats of door paint (good quality) not to cover very well at all. I once painted a red door 7 times, plus a tinted prime coat before I found the door to be a solid color.
