I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.
I put out a request for bids to several local house painters and quite a few seemed high. One was for over $6000 for painting the exterior of the house with putty fill as necessary, paint included. It was for him and one other guy to do the work. I said, "it's going to take you guys quite a while to get this job done" and he told me that no, they could do it in 2 days. I don't know about you but $1500 a day per painter seems more than just a bit high. I went with someone else and they had several people there for several days working like crazy and did a great job. There are too many scammers.
You are right on with this - why do people leave switch plates on when it's just so easy to take them off? Another thing that happened to us - we had the popcorn ceiling taken off and the ceiling painted white. When the job was done and I later went to change out all the fixtures/fans, they had left every fixture in place, so there was a large patch of popcorn and unpainted ceiling left behind - it just didn't dawn on me to specify that they take those down before scraping and painting. It was kind of a mess.
These days, it seems like anyone with a paintbrush and a business card can call themselves a painting contractor. Homeowners who are most likely to be taken in by these unscrupulous “painters” are those who are focused on cost and cost alone. With painting, like anything else in life, you typically get what you pay for. If the painting contractor you are considering cannot answer these ten questions, proceed at your own risk. Payment. Every client is different. Every job has it's own unique set of circumstances. I always start off the discussion with my clients saying that I'm flexible on how they would like to proceed with payments but that I prefer half down. I refuse to change order. Change orders are my last resort. Instead I ask questions at our initial meeting and try to be sure to cover all bases before I submit my estimate.
