I'm an architect and my firm routinely specifies interior finishes for projects so I thought I'd contribute a professional's perspective on the issue of how many coats of paint are deemed "acceptable". The fact of the matter is the average consumer usually isn't a paint expert and can't be expected to know about all the factors that impact coverage. That knowledge is considered "means and methods" and in a court of law, the responsibility lies with the painter or general contractor, not the consumer. What the consumer should be concerned about is the final result-does it look good and is it what you expected? The simplest way to communicate this to your painter is to stipule in your written agreement that the number of coats will be "as required to cover". That way all the guess work about what kind of primer, how many coats, how color affects the scope of work, etc., is removed from the consumer's responsibility and resides where it belongs-with the professional. In the contract that's why retention is always a good idea-typically 10% is withheld from payment until the job is completed to the satisfaction of the customer. When hiring a contractor it is always best to hire one who is personally referred to you by someone you trust. Hiring through ads or phone book is hit and miss. Check with your local paints stores, they know the good guys from the bottom feeders. Other tricks include claiming membership when that membership has expired or even make up fake organizations that sound good. This guy Joe told me he was an expert at refinishing wood doors so I hired him but he wanted to paint the whole house to make it worth it. He then sent two Hispanics. Only one of whom spoke English . They painted the house left a huge mess then painted my mahogany doors with primer. The next day they painted them brown thus ruining about 5000 dollars in doors .I was at work in the four hours it took them to ruin my doors. Never leave anyone alone without watching. That was my mistake. The owner Joe refused to fix them and was such a crazed person shaking and starting to cry so I paid him 4000 dollars to go away. A week later that ugly brown paint bubbled up. Again I texted him the pictures and asked him to fix them. He refused . I plan on taking them to small claims court. He is not what he says he is. I did go with the highest bidder and it did not matter. They did a shoddy job and threatened to take me to court when I pointed out mistakes that they made based on their work standards stated on the quote. I have not paid them yet, just filed a complaint with the BBB. No money down asked, no contract signed. The boss stated I have to high of expectations just because I live in a 121 year old house!
Oh, where to begin? Let me start with 'watered down paint'. 25-50% before the material gets to the site? Impossible. You would basically be painting with water at that point. It would be less of a hassle, and cost, to simply use proper material. You would be forced to apply three coats instead of two, as the coverage would be horrible. Whatever cost you think might be saved in materials would be lost in labor.
As you scrape, you may find that the wood has turned gray or black in some areas. Check for rot by probing these areas with a nail. Spots that are discolored but firm are simply weathered. Weathered wood doesn’t hold paint very well, so sand away the gray surface. If you find soft areas, you’ve got rot. Small, shallow soft spots can be dug out and repaired with a two-part filler such as Minwax High Performance Wood Filler. But when rot is deep and widespread, it’s best to replace the entire piece of wood.
I do not mean to come off with an edge, however, this is an article for people hiring low bid, uninsured, one man band painters out to "hustle" a buck. Stucco is a specialized material that requires extensive preparation work (cleaning, caulking, filling in cracks, etc.).
