There is no denying that there are scammers out there but in my experience, most painters are under paid any ways so if you want a good paint job, you are going to pay for it. If you just want a new color on your walls real quick, and that is what you pay for then that's what you pay for people. Most painters get the crap end of the stick and are left with making an entire house look good when it took a lot more than a painter to build the house in the first place. Good painters do not get enough credit. They are not all scammers who are cutting corners!

I ALWAYS furnish all my prospective customers them....no excuses...2. insurance....again, I always furnish proof....3. Read the proposal carefully...I ALWAYS list materials down to tape used, the brand, the grit of sandpaper, the manufacturer, etc....its INEXCUSABLE to not list all of these items....I am a member of the PDCA, the Painting and Decorating Contractors of America, the foremost authority in the coatings industry and they also approve of what I listed....if you do not follow these guidelines, you will NOT get a job reflective of "professional". Any fool can buy an airless paint sprayer and put paint on a house. New homes built with fiber cement siding paint clean and easily but older homes built with wood require much prep work.

Not all people live where they can hire a painting contractor, like you describe. People who live in small towns can only hire painters who have a very small business, and do two or three paint jobs per week. In this case, you do have to be very careful, when you hire a painter, as we have several, in our area, who are out to make a fast buck anyway they can.
Climate is another factor to consider. Sunlight, wind, rain and salty weather can all wear out exterior paint. Oil-based paint is durable against wind, rain and temperature changes, but sunlight tends to degrade it. Alkyd paint chalks and sheds very thin layers when it begins to wear. Latex paint is the more durable option for very sun-drenched and relatively dry climate areas. Latex paint with high vinyl content should be avoided, however. I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.
