I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.
While some paint contractors may request a deposit before beginning the work, well-established, successful painting professionals have sufficient operating income and can easily afford to purchase materials and make payroll. Be wary of a contractor who asks for a deposit! If he is unable to purchase materials, he’s probably unable to pay his staff, too. The other difficult part is getting a painting contractor to show up. While this generalization does not apply to every painter, personally I am extremely grateful if I can get a paint contractor to show up to look at the house and to later produce a written estimate. Lap marks are those ugly stripes caused by uneven layers of paint buildup. They occur when you roll over paint that’s already partly dry. Third: The contractor buys the materials. We get them at a better rate and customers really don't know what they are getting into by being a material racer. Once again, I'm not referring to the guys that paint a bedroom or 2 a week. Tell the homeowner to go grab 50 gallons of paint, $300.00 worth of sundries and related job cost items and I'd be interested to see how it works for them....IT WILL NOT. And if were talking about people getting taken advantage of here, the paint suppliers with no relationship to a homeowner will 100% GOUGE the customer and completely take advantage of them with pricing. Contractors will pay nearly half the price and will still save the customers money marking up paint 10-15%.

This was very helpful. I wonder if i would really follow through and check to see if my painter was cheating me. I used a painter I found on Angie's List. This was 5 years ago. He did a great job. I know he did patching only for about a day and a half. We decided on the kind of paint before he started. that is what he used. I don't know if I could stay on top of him and watch him open every can of paint.
Also prime the ends of adjoining boards. This step pays off by slowing the moisture penetration that can lead to peeling at the joints. If the new siding is redwood or cedar, buy a special “stainblocking” primer. Both of these woods contain natural chemicals (tannins) that can bleed through paint, causing brownish stains. A stain-blocking primer will seal in the tannins.

We had a bad experience with an interior painter years ago, with the crux of the problem being him overcharging us at the end for "extra work" he didn't anticipate. One thing I'd strongly recommend is making sure it's in the contract that any additional work or growth work is estimated and communicated to the owner as soon as it is identified, otherwise the owner is not liable to pay it at the end.

Next, undercut the trim to create a gap (Photo 3). When you’re done, scrape any dirt or gunk out of the gap with a putty knife and blow out the dust using a vacuum or air compressor.
