I would never suggest that one of my clients buy their own paint because A . I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.

I do have a quote from an outside (Not Homeadvisor referral) painter who is local for $2,750 for soffits, patio cover and posts, Garage facia (redwood clapboard above (~300 ? Sq. Ft.) on a 2046 Sq. Ft. home where the walls are 9 ft tall and it is fully stuccoed with plastic stucco surfaces, so not being painted.

To paint a large section without leaving lap marks, roll the nearly dry roller in different directions along the dry edge, feathering out the paint as you go. We're so happy we went with these guys. We have an older 1940s house that needed a LOT of prep work. There were bad patch jobs, peeling water based paint over oil paint and old cracking oil paint. Some quoted 8-12k (for a 1000 sq ft house), others could do it for a reasonable price but with no guarantee on the work and said it wouldn't look that great.
Alamo took almost 7 hours (with a 3 hour break) and then when they came back they had no instillation (as in our proposal) for the ceiling I had repaired and found out after, that the insurance company never fixed the roof. So for the last three years wet installation removed as much as possible it was covered in plastic with no instillation. Finally....3 Years later We called Alamo Paint contractors and were pleased with the head Forman and took the proposal ( drywall, paint, new instillation, texturing, plus banister repair). Needless today what normally took a three hour job ( from our last experience), took from 9am-4pm. The banister we also had repaired by his assistant was only a 30-40 min job and that was perfectly done. The texture on the ceiling was so-so only because you can see the drywall tape under the paint. I?m having a new painter fix this so it can at least look better then drywall tape showing. Alamo are very nice, good people skills but poor workmanship considering all that happened.
