I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.

to be the devils advocate i have been a building contractor 20 of the last 30 yrs. i do know that if you go to a higher sheen of paint and or darker colors then any imperfections in the walls will show up much more dramatically…therefore the painter or a good drywall finisher is needed to prepare the walls extensively. this could cause more expenses…for it takes a lot of time to prep walls (smooth walls..not textured walls) and this cost has to be absorbed. home Painting Design

During your in-home meeting, clarify your expectations of the job and have the painter set appropriate expectations on his or her end as well. If you want the painter to show up at an exact time every day, or if you need them to leave at a certain time, see how your schedule might impact the completion time. Additionally, ask the painter about their expectations for the job like requiring a staging area for supplies, needing to use the driveway, or having access to running water. Don't forget to ask about the clean up and disposal expectations and find out if they need access to your garbage receptacle or if they plan on leaving extra paint with you.
I made the HUGE mistake of hiring Certa Pro to do several interior rooms of my house, and remove popcorn ceiling in a bathroom. What a nightmare! They didn't paint any door jams, they broke a cedar window sill-and didn't bother telling me, they gouged a hardwood floor, they never sealed the room that had the popcorn removed--causing white powder to be in all rooms of a 2 story home. It addressed specifics like the condition of the dry wall surfaces, any additional repairs such. pin holes, chalking, smoothing of wall surfaces, absorption of paint and number of coats that may be needed. It should also include insurance coverage, and reflect the clean-up afterwards. Having a written contract with the company's letterhead is a must.

Over the past year I have had several jobs given to 2 Angie's list recommendations and 1 not from a recommendation. They all have one thing in common, lack of sufficient and correct preparation to save time, labor, and the fact that they put a person in charge that was a cut corners type of worker. The two from Angie's list sent worker/s back to try touch up problems, but once the job is not prepared correctly in the first place any extra work is like putting a band-aid on a dirty wound.
