I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.

I take a high intensity light and circle the kinds of defects with chalk so we are all in agreement before they start. We used FHP to paint the interior of our home and were very satisfied with their work. Joe, the owner, was always available to answer any questions I had. He put up samples for us in each room so we could choose the best color. They prepped the house well and the end product was more than expected! His price was fair compared to competitors. I made the HUGE mistake of hiring Certa Pro to do several interior rooms of my house, and remove popcorn ceiling in a bathroom. What a nightmare! They didn't paint any door jams, they broke a cedar window sill-and didn't bother telling me, they gouged a hardwood floor, they never sealed the room that had the popcorn removed--causing white powder to be in all rooms of a 2 story home. I can go on and on. Horrible company
Recently I had the outside of my home painted. The contractor wrote a good contract, but I failed to realize that some things were not in it. It reminds me of the car dealer who offered a good price on a new car but failed to mention that it did not include tires. My contractor failed to specify that lattice under a porch was included. So the painters did not paint it. To his credit, he did instruct them to paint it when I brought it to his attention. If I had the job to do over again I would look for an individual who came with referrals from happy customers rather than a franchise owner..
Alamo took almost 7 hours (with a 3 hour break) and then when they came back they had no instillation (as in our proposal) for the ceiling I had repaired and found out after, that the insurance company never fixed the roof. So for the last three years wet installation removed as much as possible it was covered in plastic with no instillation. Finally....3 Years later We called Alamo Paint contractors and were pleased with the head Forman and took the proposal ( drywall, paint, new instillation, texturing, plus banister repair). Needless today what normally took a three hour job ( from our last experience), took from 9am-4pm. The banister we also had repaired by his assistant was only a 30-40 min job and that was perfectly done. The texture on the ceiling was so-so only because you can see the drywall tape under the paint. I?m having a new painter fix this so it can at least look better then drywall tape showing. Alamo are very nice, good people skills but poor workmanship considering all that happened.

Not only careful communication is essential, but we would greatly recommend, when you pick out your type and brand of paint that you go and pay for it, with the contractor's discount, which is given by Sherwin-Williams and most paint companies. Then you will know how much paint you purchased and the coverage. If it is possible, inspect the work of the painter daily.
