I think the important point is that there are several key choices (who to do the work; color, sheen, quality, of paint; how many coats; amount of prep/repairs to be done and by whom, how long the job will take, provisions for changes, how detailed the contract needs to be; advanced deposit/progress payments/final payment; final inspection, etc.) that need to be made and it requires advanced research and planning in order to become well enough informed to make the right choices. Then it requires spending sufficient time to check materials and inspect the quality of the work while it is on-going, raher than waiting to do it all at the end. I would never suggest that one of my clients buy their own paint because A . They will pay an average of $20 to $30 more per gallon which could add up to $1,000 or more to a full repaint B. most times I'm in the paint store homeowners are kind of pushed to the foreground as they handle all the contractors in the store and C. You are right on with this - why do people leave switch plates on when it's just so easy to take them off? Another thing that happened to us - we had the popcorn ceiling taken off and the ceiling painted white. When the job was done and I later went to change out all the fixtures/fans, they had left every fixture in place, so there was a large patch of popcorn and unpainted ceiling left behind - it just didn't dawn on me to specify that they take those down before scraping and painting. This company painted my house about one year ago. We have paint peeling off the exterior of the house now. We have left many messages for him to come out and fix the problem, he gave us a warranty incase this type of thing happened. We bought the best paint and primer the problem was in the prep work, that's why its peeling off of the house. Basically 3500 bucks down the tube be aware his warranty is worthless...
Second coats on similar colors are almost never recogicnized as being needed until the coat is applied and has dried. ONLY THEN WILL YOU SEE WHETHER IT NEEDS A SECOND COAT or not. Yes, painters can use a cheaper paint then what you paid for. That is solved by getting your own which, I would charge extra for because I will always have to go get more, or add second coat because home owner tried to skimp on paint, or they got the wrong color etc...

If you're going to do any part of the painting or prep work on your own, you must know that the first step in preparing a surface is washing it. Since dirt can affect the smoothness of a surface area -- and therefore paint's adhesion to it -- use soap to remove any dirt or stains. Make sure there's no soap left on the walls when you're finished; also make sure to remove any gloss with sandpaper and vacuum up the leftover dust.
I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.

But do that in the spirit of clear communication of expectations, not with the expectation that the person you are hiring will try to cheat you at every turn. Not every contractor takes outrageous advantage of change orders; not every contractor will sneak past necessary preparation and/or repairs. Contractors of all sorts get a bad rap as it is; reinforcing a stereotype with articles written from this point of view just seems unproductive.
