We're so happy we went with these guys. We have an older 1940s house that needed a LOT of prep work. There were bad patch jobs, peeling water based paint over oil paint and old cracking oil paint. Suffice to say it needed some major TLC. I must have met with a dozen companies. Some quoted 8-12k (for a 1000 sq ft house), others could do it for a reasonable price but with no guarantee on the work and said it wouldn't look that great. We had it on the market for a few months to sell, didn't sell, painted the rooms, got 2 offers the day after we finished, took the best one and never looked back.

Not only careful communication is essential, but we would greatly recommend, when you pick out your type and brand of paint that you go and pay for it, with the contractor's discount, which is given by Sherwin-Williams and most paint companies. Then you will know how much paint you purchased and the coverage. If it is possible, inspect the work of the painter daily.

Third: The contractor buys the materials. We get them at a better rate and customers really don't know what they are getting into by being a material racer. Once again, I'm not referring to the guys that paint a bedroom or 2 a week. Tell the homeowner to go grab 50 gallons of paint, $300.00 worth of sundries and related job cost items and I'd be interested to see how it works for them....IT WILL NOT. With that said, here's the reality of that particular scenario. Painters do put water in the paint, but not for reasons you would think. Some materials need to have their viscosity manipulated in order to slow drying time, allowing gravity to 'smooth' out the product for a better finish. It also prevents 'drags' and 'sausages'. I personally try not to do it too often, but from time to time I have to. I want my client to have a proper finish.
I am in northern Nevada and you have not yet gotten sufficient responses to provide a painting cost chart showing the averages.  I do have a quote from an outside (Not Homeadvisor referral) painter who is local for $2,750 for soffits, patio cover and posts, Garage facia (redwood clapboard above (~300 ? Sq. Ft.) on a 2046 Sq. Ft. home where the walls are 9 ft tall and it is fully stuccoed with plastic stucco surfaces, so not being painted.  

Interesting information! We just got scammed in White Stone, Virginia... we chose the same color, but went from a flat to an eggshell finish. I wasn't available to stand over the painter while he painted. For such a detailed job, I marveled at how quickly he finished the project! After he was paid for the job, we discovered all he did was roll paint across the walls and close to the crown, baseboards and detailed trim around windows and doors leaving about an inch or so of the flat finish. By using the same color, he didn't even do the job he was paid to do, which explained why he could finish the job so quickly. By using the same color... he got lucky and passed it off as a completed job not bothering to paint to and cut in around the trim. Upon further evaluation of our walls we could see exactly where he stopped because we could see the difference between the flat and eggshell finishes. There are walls he didn't even bother to paint. Then where he did paint near the crown when we were in the room watching ... he hit the crown moulding and tried to tell us it was already there... and tried to sell us on painting the crown moulding. I am so disgusted and upset!! He'll be hearing from us to rectify the situation.
Oh, where to begin? Let me start with 'watered down paint'. 25-50% before the material gets to the site? Impossible. You would basically be painting with water at that point. It would be less of a hassle, and cost, to simply use proper material. You would be forced to apply three coats instead of two, as the coverage would be horrible. Whatever cost you think might be saved in materials would be lost in labor.

I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.
