As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. I am getting quotes to paint the exterior of a 2,500 sq ft split levei home that just had all new windows and pre-primed Hardiplank installed 3 months ago. the quotes are up to $2,500 different ranging from power wash,prime again 3 coats of paint to no powerwash needed so soon and one coat of paint.. I made the HUGE mistake of hiring Certa Pro to do several interior rooms of my house, and remove popcorn ceiling in a bathroom. What a nightmare! They didn't paint any door jams, they broke a cedar window sill-and didn't bother telling me, they gouged a hardwood floor, they never sealed the room that had the popcorn removed--causing white powder to be in all rooms of a 2 story home. I would not recommend this company for the following reasons:1. Original appointment was very specific to them on what was needed and to take photos for 3 apartment unit plumbing fixture repairs. One unit had a bathroom tub/shower backup.2. No photos taken, 3 trips later and only 1 unit completed to satisfaction. (Backup) 3. Other faucets unable to find on line with their suppliers and repair 4. Had to find another plumbing company to complete the jobs. 5. Invoicing had to be redone as not in detail of job address for tax purposes 6. Bad communication throughout the project process with their internal customer service. Their technician and project manager ordering parts. 7. For the back up. Did not bring out correct snake on both trips and had to replace lines as too small to break through backup. Costing over $800 for 3 trips just to complete that situation out. 8. Ordered the wrong parts when 2nd trip out since no photos taken to confirm what was needed. Very dissatisfied and will never ask them to work in any of our rental properties again.

I hired this person because he was listed on Angie's List. This man claimed he took and passed his contractor's license test after he signed me up for a project (Feb.) that included fixing cracks, painting, repairing a gate, installing a screen door, etc. He said he would charge me the original "handyman" prices. He postponed the start date, brought one worker who fixed a few cracks, repainted the gate terribly, but ruined a dining room ceiling when his worker used silicone in a tube instead of the expansion tape, spray ceiling covering, and paint I had purchased saying this silicone was "better". Then they said they would have to paint the whole ceiling and charge extra. They left holes in the walls and did a sloppy paint job in several places. I just paid them to get them out of my home as I felt intimidated as a senior citizen who is handicapped. I will try to have the main guy come back when I let him know what I need redone. Don't know if he will come back without charging me more.

You are right on with this - why do people leave switch plates on when it's just so easy to take them off? Another thing that happened to us - we had the popcorn ceiling taken off and the ceiling painted white. When the job was done and I later went to change out all the fixtures/fans, they had left every fixture in place, so there was a large patch of popcorn and unpainted ceiling left behind - it just didn't dawn on me to specify that they take those down before scraping and painting. It was kind of a mess.

As an owners rep and former estimator for a gc i do expect to pay a reasonable deposit say 10 percent and then weekly progress payments. I am asking the painter to book his time and to do the work on my schedule. Most painting companies are not huge operations they will pay their staff weekly. For most repaints i ask for one tinted primer coat and one finish coat for 100 percent coverage. New work gets one tinted primer and two finish coats for 100 percent coverage. The cost of the paint is not really that different for colors or finish. Brands like european fine paint and C2 are more expensive than Ben Moore and sometimes more difficult to roll based on their consistency. Some home depot brands are as expensive as the Ben Moore and of equal quality others aren't. Red paints are notorious for number of coats required and special priming requirements.
The other difficult part is getting a painting contractor to show up. While this generalization does not apply to every painter, personally I am extremely grateful if I can get a paint contractor to show up to look at the house and to later produce a written estimate. However we just paid an average of $5 per gallon. Reason...all big box stores have paint, set aside, that has been mixed but not picked up by the customer. They need to sell it quick and if you're not in a hurry (you know well in advance that a room or two need painting and it's not like the roof leaking and needs an immediate fix) you can go to each store when you need other supplies or food, like Walmart (when convenient, driving 20 miles to each is not worth it) and over the course of a month or two, pick out some very nice colors of quality paint. We found perfect colors...not saying they were our first choice but when we opened the can, very nice and some even better than our original picks. Cost to paint the entire house was about $100, with all materials included, period. We had it on the market for a few months to sell, didn't sell, painted the rooms, got 2 offers the day after we finished, took the best one and never looked back.

How would anyone know whether it was done by a homeowner or not? Also did you ever stop to think that if a consumer has the knowlege to spot a dishonest contractor then by default he also has the knowlege to identify an honest one as well? And, pardon me, but just because you've never seen something has absolutely nothing to do with whether it has actually happened to someone else. Why would any honest business person be so defensive about the publishing of such useful information? I was a painting contractor for many years and never asked for a deposit upfront. A good contractor should have great credit with his suppliers and an even better contract if the deal should go south before the job is done. Get to know your customer and explain how each paint covers so they understand fully before you have to apply 3 or 4 coats. If you didn't bid your job right and the client has already signed the contract then that is on you not the client. Yes I haven had to eat the difference but the client was happy and a return customer for years so I made up for it.
This company painted my house about one year ago. We have paint peeling off the exterior of the house now. We have left many messages for him to come out and fix the problem, he gave us a warranty incase this type of thing happened.
