This article is outdated. Deep based colors were an increase in price back in the 90's. Most stores have a standard price for all colors now. The problems the author are citing are outdated and rarely happen. This is the 2nd time I've seen this article being emailed out, it's irresponsible of angies list to keep sending out this poorly written and inaccurate article.
Before the scrubdown, protect nearby plants by misting their leaves and saturating the surrounding soil with water, pulling them away from the house, and shrouding them in fabric drop cloths. (Plants will cook under plastic.) Lay more drop cloths along the base of the walls to collect any falling paint debris. Walls should be wet down before getting scrubbed, then washed with a gallon of water mixed with 1 cup chlorine bleach and 1 cup of either a concentrated, phosphate-free cleaner, such as a trisodium phosphate (TSP) substitute, or Jomax House Cleaner. Working in sections, from the bottom to the top, will avoid streaks. Be sure to rinse walls well before the solution dries. Once work begins, hold brief daily meetings to discuss the job and schedule and quash any misunderstandings. If there are surprises, seek middle ground. No contract can anticipate every possibility. Materials may be unavailable. Large chunks of rotten siding may crumble along with the old paint. Exterior jobs may be stopped cold by a week of steady rain. Second coats on similar colors are almost never recogicnized as being needed until the coat is applied and has dried. ONLY THEN WILL YOU SEE WHETHER IT NEEDS A SECOND COAT or not. Yes, painters can use a cheaper paint then what you paid for. The article and comments were great information to have before deciding how to go about getting a painting job done. I think the important point is that there are several key choices (who to do the work; color, sheen, quality, of paint; how many coats; amount of prep/repairs to be done and by whom, how long the job will take, provisions for changes, how detailed the contract needs to be; advanced deposit/progress payments/final payment; final inspection, etc.) that need to be made and it requires advanced research and planning in order to become well enough informed to make the right choices. Then it requires spending sufficient time to check materials and inspect the quality of the work while it is on-going, raher than waiting to do it all at the end. President Reagan's philosophy of "Trust, but verify." applies.

Lap marks are those ugly stripes caused by uneven layers of paint buildup. They occur when you roll over paint that’s already partly dry. A contractor may low-ball a bid to get the job planning to make a killing on change orders. If you say good morning to them, they charge you extra for that. My painter franchisee, who I got from Angie's List, must have found some shmucks on the corner to paint my house. I specifically said I wanted stain. First my house was painted the wrong color, Then it was painted with LATEX paint- not stain. Estimates to 'undo' the damage is around $10,000 and its not a guarantee that it will work. The work is at best amateurish. Many underpainted or not painted spots, drips, etc. They did the entire outside (scraping?, priming? caulking?, painting), cleaned up and left within the time I left for work and came home. There were thee of them (my neighbor told me) This was two years ago and I am still upset. Can't be fixed.
