A primer 3 is essentially a protective layer that you apply before the first coat of paint. If you are painting over an already-painted surface, you may be able to avoid a primer 3 altogether by using a 2-in-1 paint and primer product. However, if you are painting a surface that has never been painted before or changing the paint or finish type, it would be a good idea to prepare the surface using a traditional primer 3. Primers 3 should also be used when painting over hard, smooth surfaces like glass or tile. All three types of primers 3, oil-based, latex-based and shellac-based can be used under latex paint.

As an owners rep and former estimator for a gc i do expect to pay a reasonable deposit say 10 percent and then weekly progress payments. I am asking the painter to book his time and to do the work on my schedule. Most painting companies are not huge operations they will pay their staff weekly. For most repaints i ask for one tinted primer coat and one finish coat for 100 percent coverage. New work gets one tinted primer and two finish coats for 100 percent coverage. The cost of the paint is not really that different for colors or finish. Brands like european fine paint and C2 are more expensive than Ben Moore and sometimes more difficult to roll based on their consistency. Some home depot brands are as expensive as the Ben Moore and of equal quality others aren't. Red paints are notorious for number of coats required and special priming requirements.

Nail holes, chips, cracks or other small imperfections should be filled in and evened with plaster and allowed to dry before the entire surface is lightly sanded down and wiped again. If you don't prepare the surfaces you are painting you are spinning your wheels, and wasting money, no matter what paint you use. The obvious trick here is for unaffiliated contractors to use the BBB, PDCA, Chamber or other organizations’ logos without being a member. Other tricks include claiming membership when that membership has expired or even make up fake organizations that sound good. The BBB continuously goes after unscrupulous companies that attempt to trick customers into thinking they are members. The house bath may reveal nails that have popped out of the siding or rusting nail heads that have left streaks of rust on exterior walls. If so, use sandpaper or steel wool to clean the nail heads. On clapboard siding, use a nail set to recess the nail head about ⅛ inch below the surface of the wood. Dab on a coat of rust-inhibiting primer (unless the nail is aluminum or nonrusting galvanized steel), and let it dry. Then fill the nail hole with spackle or putty. When the filler is dry, give it a coat of primer. For flathead nails, which cannot be recessed, sand the heads until they're shiny, and coat with primer.

And, I think that the amount of segments-per-season seems just about right - any more and it might begin to take the shows into an area that moves away from their core meaning (i.e. - home repair/rehab/construction, etc).
