I'm an architect and my firm routinely specifies interior finishes for projects so I thought I'd contribute a professional's perspective on the issue of how many coats of paint are deemed "acceptable". The fact of the matter is the average consumer usually isn't a paint expert and can't be expected to know about all the factors that impact coverage. That knowledge is considered "means and methods" and in a court of law, the responsibility lies with the painter or general contractor, not the consumer. What the consumer should be concerned about is the final result-does it look good and is it what you expected? The simplest way to communicate this to your painter is to stipule in your written agreement that the number of coats will be "as required to cover". That way all the guess work about what kind of primer, how many coats, how color affects the scope of work, etc., is removed from the consumer's responsibility and resides where it belongs-with the professional. In the contract that's why retention is always a good idea-typically 10% is withheld from payment until the job is completed to the satisfaction of the customer. Of course in return you as the customer have to be reasonable about what constitutes a completed job. Just my $.02.
I hired this person because he was listed on Angie's List. This man claimed he took and passed his contractor's license test after he signed me up for a project (Feb.) that included fixing cracks, painting, repairing a gate, installing a screen door, etc. He said he would charge me the original "handyman" prices. He postponed the start date, brought one worker who fixed a few cracks, repainted the gate terribly, but ruined a dining room ceiling when his worker used silicone in a tube instead of the expansion tape, spray ceiling covering, and paint I had purchased saying this silicone was "better". Then they said they would have to paint the whole ceiling and charge extra. They left holes in the walls and did a sloppy paint job in several places. I just paid them to get them out of my home as I felt intimidated as a senior citizen who is handicapped. I will try to have the main guy come back when I let him know what I need redone. A fellow (actually lives in the same neighborhood) by the name of Wayne Hickey (843-655-0366) painted the ceilings and most of the walls of our house in February 2017. He got paint all over my light fixtures, all over my trim around the doors, and had visible lap marks everywhere on the walls. He came back and rectified some of the problems, but not all, as I have noticed as I have had time to look more carefully at the work he and his assistant did. His assistant had no idea (not a clue) how to roll paint on a wall or ceiling. Some places were not covered. He said he would pull nails for pictures and then re-insert the nails exactly where they were. This he did not do as he promised. He painted over the nails. His assistant had no idea how to use a paint roller. I have painted all my life, and would have done this work myself, but I just had a full knee replacement and the other knee is in bad shape. I just could not do the work. Wayne is a pleasant and congenial individual, but he can not cut in a ceiling or wall to my satisfaction - not even close. He should have a putty knife and wet cloth with him all the time to correct any paint that might get applied where it shouldn't. That is something I always did as a painter. I would not recommend Wayne to paint anybody's home.

Yes the pricing does change, and quite significantly. I have worked inside the paint industry on counter sales outside sales and application for over 10 years. One thing many people do not understand is, the resins in the paint are more expensive to produce the higher the sheen goes. Therefore the company is at of higher cost making the paint, which in terms they charge more for the paint. I have seen a 15$ variance between flat-semi-gloss it is not uncommon and is not unrealistic to pay more for a higher sheen. Another thing to add is when doing samples on your wall prior to a painter coming is a good idea, however do not do them in huge squares with heavy coats, remember you are just wanting an idea. A lot of times the issue comes up of the paint not covering the sample coats, in fact it is covering quite well, however the paint sample applied is often times much darker than the wall color, creating a contrasting difference from the lighter surrounding wall and the sample placed on the wall. I recommend getting a piece of sheet rock and using it for the samples so you can move around with it etc.
Use a wire brush and a wide-blade putty knife to remove small areas of defective paint. Scrub under the laps of clapboard siding as well as on downspouts and gutters. For speedier work on metal, a wire brush attachment on an electric drill will remove rust and paint with less effort. For more extensive paint removal, invest in a sharp pull scraper -- a tool with a replaceable blade that's capable of stripping old paint all the way down to bare wood with a single scrape. Hold the scraper so the blade is perpendicular to the wood, apply moderate to firm pressure, and drag it along the surface. Keep the blade flat against the wood so it doesn't gouge the surface.
Before the scrubdown, protect nearby plants by misting their leaves and saturating the surrounding soil with water, pulling them away from the house, and shrouding them in fabric drop cloths. I am a painting contractor and have been since 2001. Make sure the estimate provides in writing: What is EXCLUDED as well as INCLUDED. It should state the manufacturer and type of paint going to be used. Estimate says ALL LABOR AND MATERIALS. My estimates to my customers say "guaranteed coverage" eliminates the conversations of 1 coat vs 2 coat. I have my customers submit colors 5 days prior to start date. Customers need to inform me if they are going to use pure white, dark reds, oranges, and bright yellows they need to inform me in that 5 day window, so I can adjust my pricing for 3 coats. Although this more uncommon now than years past because a lot of paint manufacturers have primer with paint products. Let the contractor know if your doing accent walls. This takes longer to cut in straight lines and it requires the contractor to purchase more paint. If you add anything on the scope of work have the painter write out the description and cost prior to them doing the work. Have the estimate say how many days it will take to perform the work. Ask how many workers will be doing the job. Make sure to enforce that number of workers their everyday until the job is complete. Do not give final payment until you do a final walk through. Walk the job when its almost complete and point out areas that you want fixed prior to the contractors final walk through. Its best to do while the workers are still in that particular area as they will have tarps down and areas covered and it will be easier for them to take care of. Purchase a roll of blue tape and stick it to areas that you want fixed. This is called a punch list.

Finally....3 Years later We called Alamo Paint contractors and were pleased with the head Forman and took the proposal ( drywall, paint, new instillation, texturing, plus banister repair). Needless today what normally took a three hour job ( from our last experience), took from 9am-4pm. The banister we also had repaired by his assistant was only a 30-40 min job and that was perfectly done. The texture on the ceiling was so-so only because you can see the drywall tape under the paint. I?m having a new painter fix this so it can at least look better then drywall tape showing. Alamo are very nice, good people skills but poor workmanship considering all that happened.
Only a dummy gets involved with so-called "contractors." Hire a qualified actual worker yourself. Check out their resume/background, etc. RULE #1..NO ADVANCE DEPOSITS! Pay daily or weekly or upon satisfied completion according your standard, not workers. Contractors are merely employment agents. If that's the way you get work done, then go ahead and waste your money and wind up with the myriad of problems enumerated upon in the news clip above. RULE#2.. NO SMOKERS. I have worked with numerous contractors and I believe that Steve is the best overall that I have ever worked with. He was going to be 30 minutes late and he called to inform me of same. He came in and covered every piece of furniture including lamps, pictures, thermostat, and light switches. He fixed the drywall in the ceiling and after he finished painting our ceiling it is now perfect. If I ever need any additional drywall work or painting I will call Steve. FIRST: Unless you can stay in business painting 1 bedroom at a time for $500-$1000, which you can't, then you will be taking on several thousand dollar contracts that require thousands in Labor and Materials to fulfill the order. Multiply that by 3-4 jobs at one time or in our case 15-20 jobs at a time, YOU NEED TO TAKE DEPOSITS!!! It is horrible business not to take deposits. There are many jobs where its not possible to get a deposit and that is built into or pricing accordingly. If we are not getting a deposit, there is a finance charge built in, contractors are not banks. If you don't have a good feeling about a deposit, your hiring the WRONG CONTRACTOR. Hire people you know or well established businesses.

Second coats on similar colors are almost never recogicnized as being needed until the coat is applied and has dried. ONLY THEN WILL YOU SEE WHETHER IT NEEDS A SECOND COAT or not. Yes, painters can use a cheaper paint then what you paid for. That is solved by getting your own which, I would charge extra for because I will always have to go get more, or add second coat because home owner tried to skimp on paint, or they got the wrong color etc...
