In England, little is known of the trade and its structures before the late 13th century, at which paint guilds began to form, amongst them the Painters Company and the Stainers Company. A primer 3 is essentially a protective layer that you apply before the first coat of paint. If you are painting over an already-painted surface, you may be able to avoid a primer 3 altogether by using a 2-in-1 paint and primer product. The article was well-intended, but it makes it sound like painters are the crooks and consumers are innocent victims. That is blatantly un-true. Maybe there should be a follow-up article that educates consumers how not to be shysters by expecting a ton more than they said at the start, or not paying the balance of the job unless something else is done that was not in the contract. Tradesmen have a rough road when dealing with consumers that have short arms but long lists of by-the-way items. No, I'm not a painter...

Once work begins, hold brief daily meetings to discuss the job and schedule and quash any misunderstandings. If there are surprises, seek middle ground. No contract can anticipate every possibility. Materials may be unavailable. Large chunks of rotten siding may crumble along with the old paint. Exterior jobs may be stopped cold by a week of steady rain. But know that you'll pay extra if you change your mind about a color after the trim is already painted or otherwise add tasks to the project.
To maintain a wet edge, start near a corner and run the roller up and down the full height of the wall, moving over slightly with each stroke. Move backward where necessary to even out thick spots or runs. Don’t let the roller become nearly dry; reload it often so that it’s always at least half loaded. Keep the open side of the roller frame facing the area that’s already painted. That puts less pressure on the open side of the roller, so you’re less likely to leave paint ridges when doing DIY wall painting.
I agree with you Richard, as a painting contractor for very many years, people are always looking to get more and more out of you. I had to give an estimate to a lady a few weeks ago who had more stuff around her home than a thrift store including heavy furniture, stuff all over the floor and junk everywhere. I knew if I accepted the job id be a furniture mover and cleaner. I also agree this article makes it seem like the contractor is out to rip off the customers. I do not mean to come off with an edge, however, this is an article for people hiring low bid, uninsured, one man band painters out to "hustle" a buck. Hire reputable, established companies or hire someone you know or have a strong referral from. If you are arguing over watered down paint, ticky, tacky deposits, buying your own supplies, you have hired the wrong guy.
Also prime the ends of adjoining boards. This step pays off by slowing the moisture penetration that can lead to peeling at the joints. If the new siding is redwood or cedar, buy a special “stainblocking” primer. Both of these woods contain natural chemicals (tannins) that can bleed through paint, causing brownish stains. A stain-blocking primer will seal in the tannins.
Ask companies to include all details in writing. Although that sounds simple enough, too many contractors submit offers such as "paint house for $5,000." A friendly contractor may offer a reassuring handshake and promise that the crew will take care of all the details — starting on time, working every day, cleaning up, etc. That's great, but why not include each point in the proposal? If it's a challenge to get a written description of labor, materials and other details, things will probably get worse when the work starts.
