I'm an architect and my firm routinely specifies interior finishes for projects so I thought I'd contribute a professional's perspective on the issue of how many coats of paint are deemed "acceptable". The fact of the matter is the average consumer usually isn't a paint expert and can't be expected to know about all the factors that impact coverage. That knowledge is considered "means and methods" and in a court of law, the responsibility lies with the painter or general contractor, not the consumer. What the consumer should be concerned about is the final result-does it look good and is it what you expected? The simplest way to communicate this to your painter is to stipule in your written agreement that the number of coats will be "as required to cover". That way all the guess work about what kind of primer, how many coats, how color affects the scope of work, etc., is removed from the consumer's responsibility and resides where it belongs-with the professional. In the contract that's why retention is always a good idea-typically 10% is withheld from payment until the job is completed to the satisfaction of the customer. Of course in return you as the customer have to be reasonable about what constitutes a completed job. Just my $.02.

I made the HUGE mistake of hiring Certa Pro to do several interior rooms of my house, and remove popcorn ceiling in a bathroom. What a nightmare! They didn't paint any door jams, they broke a cedar window sill-and didn't bother telling me, they gouged a hardwood floor, they never sealed the room that had the popcorn removed--causing white powder to be in all rooms of a 2 story home. FIRST: Unless you can stay in business painting 1 bedroom at a time for $500-$1000, which you can't, then you will be taking on several thousand dollar contracts that require thousands in Labor and Materials to fulfill the order. Stacee, I agree with you completely, from adding water to latex paint to taking whites from job to job. This article makes all painters look like scam artists. You get what you pay for people! There is no denying that there are scammers out there but in my experience, most painters are under paid any ways so if you want a good paint job, you are going to pay for it. If you just want a new color on your walls real quick, and that is what you pay for then that's what you pay for people. Most painters get the crap end of the stick and are left with making an entire house look good when it took a lot more than a painter to build the house in the first place. The only time it's acceptable to mix water in the paint is when you're using a deep or ultra deep base paint to reduce its stickiness, which is rare with new paint technology. Dark primary colors are composed almost entirely of tint that makes it very hard to work with without adding water. (You never use a sprayer and need to thin paint.?) If i was still in the industry I'd take the time to make a better article than this. Take this for a grain of slat. Use a reputable painter or someone you know you can trust or has been referred to you by someone you trust. I wouldn't hire anyone I had to watch like a hawk to make sure they're not screwing me.
I did go with the highest bidder and it did not matter. They did a shoddy job and threatened to take me to court when I pointed out mistakes that they made based on their work standards stated on the quote. You are right on with this - why do people leave switch plates on when it's just so easy to take them off? Another thing that happened to us - we had the popcorn ceiling taken off and the ceiling painted white. When the job was done and I later went to change out all the fixtures/fans, they had left every fixture in place, so there was a large patch of popcorn and unpainted ceiling left behind - it just didn't dawn on me to specify that they take those down before scraping and painting. It was kind of a mess.

One way to apply heat is with an electric paint remover, which is a device with a platelike heating element that "cooks" the paint and has a built-in scraper to pull it off. Wearing heavy gloves, hold the heating element against the surface until the paint sizzles. Pull the remover firmly over the surface. The attached scraper will pull off the cooked paint as you go.
