With that said, here's the reality of that particular scenario. Painters do put water in the paint, but not for reasons you would think. Some materials need to have their viscosity manipulated in order to slow drying time, allowing gravity to 'smooth' out the product for a better finish. It also prevents 'drags' and 'sausages'. I personally try not to do it too often, but from time to time I have to. I want my client to have a proper finish.

Second coats on similar colors are almost never recogicnized as being needed until the coat is applied and has dried. ONLY THEN WILL YOU SEE WHETHER IT NEEDS A SECOND COAT or not. Yes, painters can use a cheaper paint then what you paid for. That is solved by getting your own which, I would charge extra for because I will always have to go get more, or add second coat because home owner tried to skimp on paint, or they got the wrong color etc...

I'm an architect and my firm routinely specifies interior finishes for projects so I thought I'd contribute a professional's perspective on the issue of how many coats of paint are deemed "acceptable". The simplest way to communicate this to your painter is to stipule in your written agreement that the number of coats will be "as required to cover". That way all the guess work about what kind of primer, how many coats, how color affects the scope of work, etc., is removed from the consumer's responsibility and resides where it belongs-with the professional. In the contract that's why retention is always a good idea-typically 10% is withheld from payment until the job is completed to the satisfaction of the customer. Watering down the paint 50%? It will not cover. I am a contract painter and found that most people that I make a contract with immediately try to change the deal and get more than they are paying for. Sometimes, I let them cheat me as they may have other work that I wish to do but other times I put my foot down. I try to get the client to look at what I have done each and everyday if I am going from room to room. I cannot do this If I spray the entire project at once. Even when I have them inspect my work, they often just do not tell the truth and wish to scam me the contractor for more and more while paying the same as the original contract. Most people have not a clue how much work is involved in painting a house and just assume that the painter rolls out the work with no prep, sealing off the place to protect things that are not painted. All of my contracts state that if anything is in the way like babies, dogs, cars, plants and furniture that I cannot proceed and that it is their responsibility to move this stuff. I always seem to be turned into a furniture mover and never get paid to wrench my back. Fact is most people try to rob the contractor and this article tries to make it seem that the contractor is robbing the homeowners. My sister is a prime example of this as she always goes for the lowest bid yet expects a world class job. As a painter I don't recommend Berh from Home Depot as much because it's quality is just marketing. Flat paint has no sheen and it shows its true color, but is not easy to wash or clean. Satin, eggshell have low sheen and is washable. Semigloss ang glossy has a high sheen and these paints are recommended for bathrooms and kitchen or where there's high humidity and steam.

A professional paint crew will have the right tools for the job. Quality tools can make a difference in paint application and bear noticeable results. We had a bad experience with an interior painter years ago, with the crux of the problem being him overcharging us at the end for "extra work" he didn't anticipate. One thing I'd strongly recommend is making sure it's in the contract that any additional work or growth work is estimated and communicated to the owner as soon as it is identified, otherwise the owner is not liable to pay it at the end.
Because of our wet/cold weather, another painter was booked out through August as of May 7th, 2016. Anyone even thinking about a VA loan refi should get estimates for painting and pest inspections BEFORE starting on the loan paperwork, otherwise you will have difficulty getting painting and inspections done in a timely manner (and it is my understanding this is common with VA loans.)
