Second coats on similar colors are almost never recogicnized as being needed until the coat is applied and has dried. ONLY THEN WILL YOU SEE WHETHER IT NEEDS A SECOND COAT or not. Yes, painters can use a cheaper paint then what you paid for. That is solved by getting your own which, I would charge extra for because I will always have to go get more, or add second coat because home owner tried to skimp on paint, or they got the wrong color etc...
Only a dummy gets involved with so-called "contractors." Hire a qualified actual worker yourself. Check out their resume/background, etc. RULE #1..NO ADVANCE DEPOSITS! Pay daily or weekly or upon satisfied completion according your standard, not workers. Contractors are merely employment agents. Over the past year I have had several jobs given to 2 Angie's list recommendations and 1 not from a recommendation. They all have one thing in common, lack of sufficient and correct preparation to save time, labor, and the fact that they put a person in charge that was a cut corners type of worker. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Lap marks are those ugly stripes caused by uneven layers of paint buildup. They occur when you roll over paint that’s already partly dry. (In warm, dry conditions, latex paint can begin to stiffen in less than a minute!) The key to avoiding lap marks when doing DIY wall painting is to maintain a “wet edge,” so each stroke of your roller overlaps the previous stroke before the paint can begin to dry.
Using an airless sprayer to place paint on the wall (using low pressure) will speed up the process because your not having to dip your brush or roller. spray about 3 or 4 sq. ft. and then back brush or roll spreading and evening the paint. Because your using low pressure, mask and cover is at a minimum once you are accustomed to handling the spray gun and the type of surface being painted. Overspray will be larger droplets they tend to fall, than float around.

As a painter I don't recommend Berh from Home Depot as much because it's quality is just marketing. Flat paint has no sheen and it shows its true color, but is not easy to wash or clean. Satin, eggshell have low sheen and is washable. Semigloss ang glossy has a high sheen and these paints are recommended for bathrooms and kitchen or where there's high humidity and steam.

With that said, here's the reality of that particular scenario. Painters do put water in the paint, but not for reasons you would think. Some materials need to have their viscosity manipulated in order to slow drying time, allowing gravity to 'smooth' out the product for a better finish. It also prevents 'drags' and 'sausages'. I'm hiring an interior painter and that is why I was reading this comment list. I'm concerned about your comment about Angie's List. Some of us don't have personal recommendations for tradespersons, and rely on sites like this. Are you saying that Angie's List's reviews are not complete or that they do not print some of the negative reviews? It's hard to know what to do - I have not been able to find a person who just had their paint done so I can ask him/her about the quality of the painter.
