Hire reputable, established companies or hire someone you know or have a strong referral from. If you are arguing over watered down paint, ticky, tacky deposits, buying your own supplies, you have hired the wrong guy.
I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.
The other difficult part is getting a painting contractor to show up. While this generalization does not apply to every painter, personally I am extremely grateful if I can get a paint contractor to show up to look at the house and to later produce a written estimate. I hardly fault the painting contractors, because I think it is a combination of the contractors being smaller operations along with a high demand for their work.
I've seen this done many years ago by a guy who did all sorts of jobs where I lived. My dad caught him painting his boss's roof and he was watering down the paint. We've had a hard time trying to get a painter for our house. We've had a guy that had been remmended by a neighbor and he hasn't showed up to paint for 2 weeks. I want to call him and my husband says no. I'm 69 years old and I'm about ready to go and paint our 2 porches, I've painted all my life and all the inside of our home. Safest way to ensure that everything is fair is to get it ALL in writing , signed by both parties. Specify each item that needs repair. Also, BUY the paint YOURSELF. I did go with the highest bidder and it did not matter. They did a shoddy job and threatened to take me to court when I pointed out mistakes that they made based on their work standards stated on the quote. I have not paid them yet, just filed a complaint with the BBB. No money down asked, no contract signed. The boss stated I have to high of expectations just because I live in a 121 year old house!

And, I think that the amount of segments-per-season seems just about right - any more and it might begin to take the shows into an area that moves away from their core meaning (i.e. - home repair/rehab/construction, etc). The companies with the best paint products are Benjamin Moore, Dunn Edwards, Sherwin Williams, and Vista Paint. As a painter I don't recommend Berh from Home Depot as much because it's quality is just marketing. Flat paint has no sheen and it shows its true color, but is not easy to wash or clean. Satin, eggshell have low sheen and is washable. Alamo took almost 7 hours (with a 3 hour break) and then when they came back they had no instillation (as in our proposal) for the ceiling I had repaired and found out after, that the insurance company never fixed the roof. So for the last three years wet installation removed as much as possible it was covered in plastic with no instillation. Finally....3 Years later We called Alamo Paint contractors and were pleased with the head Forman and took the proposal ( drywall, paint, new instillation, texturing, plus banister repair). Needless today what normally took a three hour job ( from our last experience), took from 9am-4pm. The banister we also had repaired by his assistant was only a 30-40 min job and that was perfectly done. The texture on the ceiling was so-so only because you can see the drywall tape under the paint. I?m having a new painter fix this so it can at least look better then drywall tape showing. Alamo are very nice, good people skills but poor workmanship considering all that happened.

If there is no new color on it at all, just talk to the painter about it, if it was an honest mistake (which can happen very easily while painting) your painter should have no problem fixing it. However, in my years of experience, it is not unusual for 2 coats of door paint (good quality) not to cover very well at all. I once painted a red door 7 times, plus a tinted prime coat before I found the door to be a solid color.
