I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.

Ask companies to include all details in writing. Although that sounds simple enough, too many contractors submit offers such as "paint house for $5,000." A friendly contractor may offer a reassuring handshake and promise that the crew will take care of all the details — starting on time, working every day, cleaning up, etc. That's great, but why not include each point in the proposal? Stacee, I agree with you completely, from adding water to latex paint to taking whites from job to job. This article makes all painters look like scam artists. You get what you pay for people! There is no denying that there are scammers out there but in my experience, most painters are under paid any ways so if you want a good paint job, you are going to pay for it. If you just want a new color on your walls real quick, and that is what you pay for then that's what you pay for people. Most painters get the crap end of the stick and are left with making an entire house look good when it took a lot more than a painter to build the house in the first place. Good painters do not get enough credit. They are not all scammers who are cutting corners!

First my house was painted the wrong color, Then it was painted with LATEX paint- not stain. Estimates to 'undo' the damage is around $10,000 and its not a guarantee that it will work. The work is at best amateurish. Many underpainted or not painted spots, drips, etc. They did the entire outside (scraping?, priming? caulking?, painting), cleaned up and left within the time I left for work and came home. There were thee of them (my neighbor told me) This was two years ago and I am still upset. Can't be fixed.

When coverage is difficult to estimate, add more rather than less when doing DIY wall painting. You can always pour the leftover back into cans. For large jobs, use the bucket and a roller screen rather than a roller tray. It’s much faster to load your roller with the screen than to use a roller pan. Simply dunk the roller into the paint bucket, then roll it along the screen until it stops dripping.
For particularly heavy deposits of paint, heat may be more effective than muscle. One way to apply heat is with an electric paint remover, which is a device with a platelike heating element that "cooks" the paint and has a built-in scraper to pull it off. Wearing heavy gloves, hold the heating element against the surface until the paint sizzles. Pull the remover firmly over the surface. The attached scraper will pull off the cooked paint as you go.
