Before the scrubdown, protect nearby plants by misting their leaves and saturating the surrounding soil with water, pulling them away from the house, and shrouding them in fabric drop cloths. (Plants will cook under plastic.) Lay more drop cloths along the base of the walls to collect any falling paint debris. Walls should be wet down before getting scrubbed, then washed with a gallon of water mixed with 1 cup chlorine bleach and 1 cup of either a concentrated, phosphate-free cleaner, such as a trisodium phosphate (TSP) substitute, or Jomax House Cleaner. Working in sections, from the bottom to the top, will avoid streaks. Be sure to rinse walls well before the solution dries. Painting interior walls is a task better accomplished with foam rollers, because they are easy to use and can evenly cover large surface areas quickly. Foam rollers and brushes should never be overloaded with paint, as it can create drips, uneven coverage and can take longer to dry. As you scrape, you may find that the wood has turned gray or black in some areas. Check for rot by probing these areas with a nail. Spots that are discolored but firm are simply weathered. The other difficult part is getting a painting contractor to show up. While this generalization does not apply to every painter, personally I am extremely grateful if I can get a paint contractor to show up to look at the house and to later produce a written estimate. I hardly fault the painting contractors, because I think it is a combination of the contractors being smaller operations along with a high demand for their work.

With that said, here's the reality of that particular scenario. Painters do put water in the paint, but not for reasons you would think. Some materials need to have their viscosity manipulated in order to slow drying time, allowing gravity to 'smooth' out the product for a better finish. It also prevents 'drags' and 'sausages'. I personally try not to do it too often, but from time to time I have to. I want my client to have a proper finish.
