Stacee, I agree with you completely, from adding water to latex paint to taking whites from job to job. This article makes all painters look like scam artists. You get what you pay for people! There is no denying that there are scammers out there but in my experience, most painters are under paid any ways so if you want a good paint job, you are going to pay for it. If you just want a new color on your walls real quick, and that is what you pay for then that's what you pay for people. Most painters get the crap end of the stick and are left with making an entire house look good when it took a lot more than a painter to build the house in the first place. Oh, where to begin? Let me start with 'watered down paint'. 25-50% before the material gets to the site? Impossible. You would basically be painting with water at that point. It would be less of a hassle, and cost, to simply use proper material. You would be forced to apply three coats instead of two, as the coverage would be horrible. Whatever cost you think might be saved in materials would be lost in labor.

I know he did patching only for about a day and a half. We decided on the kind of paint before he started. that is what he used. We had a bad experience with an interior painter years ago, with the crux of the problem being him overcharging us at the end for "extra work" he didn't anticipate. One thing I'd strongly recommend is making sure it's in the contract that any additional work or growth work is estimated and communicated to the owner as soon as it is identified, otherwise the owner is not liable to pay it at the end.
I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.
Ask companies to include all details in writing. Although that sounds simple enough, too many contractors submit offers such as "paint house for $5,000." A friendly contractor may offer a reassuring handshake and promise that the crew will take care of all the details — starting on time, working every day, cleaning up, etc. That's great, but why not include each point in the proposal? If it's a challenge to get a written description of labor, materials and other details, things will probably get worse when the work starts.

This painter Scot never came and finished the job. Texted me at 6:30 in the morning saying that he isn't able to do the job I gave him. I would not recommend this painter to anyone. I will make sure everyone I know won't use this guy. He is the worse business owner I have ever met. I don't know how he is in business. Be very careful of this guy Scot. Don't trust him and don't pay him for anything for any work.
