Second coats on similar colors are almost never recogicnized as being needed until the coat is applied and has dried. ONLY THEN WILL YOU SEE WHETHER IT NEEDS A SECOND COAT or not. Yes, painters can use a cheaper paint then what you paid for. That is solved by getting your own which, I would charge extra for because I will always have to go get more, or add second coat because home owner tried to skimp on paint, or they got the wrong color etc...
Not only do I agree with what you are saying; but, I will not use Angie's List for referrals again. Their "A" rated painter did some of the exact things they are now warning against; however, they are still rated "A". I sent in a review and it took eight weeks to post it. They allowed the contractor to lie about what happened as a response. I had proof and photos. Angie's List is a scam; instead ask neighbors and friends for referrals!

Alamo took almost 7 hours (with a 3 hour break) and then when they came back they had no instillation (as in our proposal) for the ceiling I had repaired and found out after, that the insurance company never fixed the roof. So for the last three years wet installation removed as much as possible it was covered in plastic with no instillation. Finally....3 Years later We called Alamo Paint contractors and were pleased with the head Forman and took the proposal ( drywall, paint, new instillation, texturing, plus banister repair). Needless today what normally took a three hour job ( from our last experience), took from 9am-4pm. The banister we also had repaired by his assistant was only a 30-40 min job and that was perfectly done. The texture on the ceiling was so-so only because you can see the drywall tape under the paint. I?m having a new painter fix this so it can at least look better then drywall tape showing. Alamo are very nice, good people skills but poor workmanship considering all that happened.

However we just paid an average of $5 per gallon. Reason...all big box stores have paint, set aside, that has been mixed but not picked up by the customer. They need to sell it quick and if you're not in a hurry (you know well in advance that a room or two need painting and it's not like the roof leaking and needs an immediate fix) you can go to each store when you need other supplies or food, like Walmart (when convenient, driving 20 miles to each is not worth it) and over the course of a month or two, pick out some very nice colors of quality paint. We found perfect colors...not saying they were our first choice but when we opened the can, very nice and some even better than our original picks. Cost to paint the entire house was about $100, with all materials included, period. I put out a request for bids to several local house painters and quite a few seemed high. One was for over $6000 for painting the exterior of the house with putty fill as necessary, paint included. It was for him and one other guy to do the work. I said, "it's going to take you guys quite a while to get this job done" and he told me that no, they could do it in 2 days. I don't know about you but $1500 a day per painter seems more than just a bit high. I went with someone else and they had several people there for several days working like crazy and did a great job. There are too many scammers.
