Did you even read the article? It was specifying UNSCRUPULOUS painters! And, by the way, the photo at the top was not identified at all. How would anyone know whether it was done by a homeowner or not? Also did you ever stop to think that if a consumer has the knowlege to spot a dishonest contractor then by default he also has the knowlege to identify an honest one as well? And, pardon me, but just because you've never seen something has absolutely nothing to do with whether it has actually happened to someone else. Why would any honest business person be so defensive about the publishing of such useful information? If any painters/painting contractors object to a consumer having this kind of information maybe they are the dishonest ones!

I was a painting contractor for many years and never asked for a deposit upfront. A good contractor should have great credit with his suppliers and an even better contract if the deal should go south before the job is done. Get to know your customer and explain how each paint covers so they understand fully before you have to apply 3 or 4 coats. If you didn't bid your job right and the client has already signed the contract then that is on you not the client. Yes I haven had to eat the difference but the client was happy and a return customer for years so I made up for it.

Interview your contractor.Before you choose a contractor, get three bids for comparison and ask the right questions. Bunting says you need to know the following: Do they have proper licenses, insurance, and bonding? Do they subcontract the work out? Do they offer written guarantees of their work? “Recommendations from friends and family are always a good measure,” adds Rance. “And ask for references from previous customers.”
As you scrape, you may find that the wood has turned gray or black in some areas. Check for rot by probing these areas with a nail. Spots that are discolored but firm are simply weathered. Weathered wood doesn’t hold paint very well, so sand away the gray surface. If you find soft areas, you’ve got rot. Small, shallow soft spots can be dug out and repaired with a two-part filler such as Minwax High Performance Wood Filler. But when rot is deep and widespread, it’s best to replace the entire piece of wood.
Before the scrubdown, protect nearby plants by misting their leaves and saturating the surrounding soil with water, pulling them away from the house, and shrouding them in fabric drop cloths. (Plants will cook under plastic.) Lay more drop cloths along the base of the walls to collect any falling paint debris. Walls should be wet down before getting scrubbed, then washed with a gallon of water mixed with 1 cup chlorine bleach and 1 cup of either a concentrated, phosphate-free cleaner, such as a trisodium phosphate (TSP) substitute, or Jomax House Cleaner. Working in sections, from the bottom to the top, will avoid streaks. Be sure to rinse walls well before the solution dries. Just as with exterior painting, picking the right color scheme for interior spaces requires a certain amount of imagination and creativity. Simply thinking about what color would look best on a wall isn’t enough to ensure a positive paint job. Virtually any color will look good on a surface as long as it is applied correctly, but choosing the right color involves looking at an interior space with a very critical eye.
As you walk through your lighted rooms (preferably day light) see if the new coat has light spots showing the precious paint. This is call "bleeding through". This means that there's only one coat of paint or the paint was diluted or the trasition of colors were from light to dark (or the other way around) and primer was not use or the painter is inexperienced.
Using an airless sprayer to place paint on the wall (using low pressure) will speed up the process because your not having to dip your brush or roller. spray about 3 or 4 sq. ft. and then back brush or roll spreading and evening the paint. Because your using low pressure, mask and cover is at a minimum once you are accustomed to handling the spray gun and the type of surface being painted.
