to be the devils advocate i have been a building contractor 20 of the last 30 yrs. i do know that if you go to a higher sheen of paint and or darker colors then any imperfections in the walls will show up much more dramatically…therefore the painter or a good drywall finisher is needed to prepare the walls extensively. this could cause more expenses…for it takes a lot of time to prep walls (smooth walls..not textured walls) and this cost has to be absorbed.

Flat is the cheapest, then matte flat or eggshell, satin, semigloss then gloss. Paint also gets much more expensive the darker it gets. For smoothing the edges of scraped spots here and there, you can wrap a piece of sandpaper around a wood block. For larger areas, it's less tiring and more effective to use an electric orbital sander. Move it up and down or back and forth across the surface to remove old paint and smooth rough edges at the same time. Don't use an electric disc sander or a belt sander. Both can leave swirls or dips in the wood that will show through a new coat of paint.
The obvious trick here is for unaffiliated contractors to use the BBB, PDCA, Chamber or other organizations’ logos without being a member. Other tricks include claiming membership when that membership has expired or even make up fake organizations that sound good.
