My painter franchisee, who I got from Angie's List, must have found some shmucks on the corner to paint my house. I specifically said I wanted stain. First my house was painted the wrong color, Then it was painted with LATEX paint- not stain. Estimates to 'undo' the damage is around $10,000 and its not a guarantee that it will work. The work is at best amateurish. Many underpainted or not painted spots, drips, etc. They did the entire outside (scraping?, priming? caulking?, painting), cleaned up and left within the time I left for work and came home. There were thee of them (my neighbor told me) This was two years ago and I am still upset. Can't be fixed.
A primer 3 is essentially a protective layer that you apply before the first coat of paint. If the point of hiring a well established, experienced, reputable painting contractor is to secure the professionalism and trust suggested to be inherent with that choice, then I would EXPECT that professionalism and experience to include the ability to make the proper and correct calculations for labor and materials for a fixed price quote, and there should be NO reason for the contractor to put the cost burden of their miscalculation on the consumer.

For smoothing the edges of scraped spots here and there, you can wrap a piece of sandpaper around a wood block. For larger areas, it's less tiring and more effective to use an electric orbital sander. Move it up and down or back and forth across the surface to remove old paint and smooth rough edges at the same time. Don't use an electric disc sander or a belt sander. Both can leave swirls or dips in the wood that will show through a new coat of paint.
For particularly heavy deposits of paint, heat may be more effective than muscle. One way to apply heat is with an electric paint remover, which is a device with a platelike heating element that "cooks" the paint and has a built-in scraper to pull it off. Wearing heavy gloves, hold the heating element against the surface until the paint sizzles. Pull the remover firmly over the surface. The attached scraper will pull off the cooked paint as you go.

When I had my interior painting done, after clearing out all of the furniture, myself, I also removed all of the wall plates in all the rooms to be painted. They were a beige color and probably yellowed. The wall was originally an off white and I had it painted a light-mid grey, so those wall plates would look terrible. After pricing replacement plates, switches and outlets (Would have been way too expensive to replace all of them), I decided to just paint all of the wall plates, switches and outlets (Used just a black gloss spray paint). I sprayed the plates outside and used a small brush on the switches and outlets. It worked out just fine and the blacks plates, etc compliment the wall color. It has been 7 years and the plates, switches, outlets are holding up well.

I am a contract painter and found that most people that I make a contract with immediately try to change the deal and get more than they are paying for. Sometimes, I let them cheat me as they may have other work that I wish to do but other times I put my foot down. While this generalization does not apply to every painter, personally I am extremely grateful if I can get a paint contractor to show up to look at the house and to later produce a written estimate. I agree with Jeff below, these prices are far below what I see on the market in the Portland Or. area. When one uses the term "paint the house" what exactly does one mean? Any fool can buy an airless paint sprayer and put paint on a house. FIRST: Unless you can stay in business painting 1 bedroom at a time for $500-$1000, which you can't, then you will be taking on several thousand dollar contracts that require thousands in Labor and Materials to fulfill the order. Multiply that by 3-4 jobs at one time or in our case 15-20 jobs at a time, YOU NEED TO TAKE DEPOSITS!!! It is horrible business not to take deposits. There are many jobs where its not possible to get a deposit and that is built into or pricing accordingly. If we are not getting a deposit, there is a finance charge built in, contractors are not banks. If you don't have a good feeling about a deposit, your hiring the WRONG CONTRACTOR. Hire people you know or well established businesses.
to be the devils advocate i have been a building contractor 20 of the last 30 yrs. i do know that if you go to a higher sheen of paint and or darker colors then any imperfections in the walls will show up much more dramatically…therefore the painter or a good drywall finisher is needed to prepare the walls extensively. this could cause more expenses…for it takes a lot of time to prep walls (smooth walls..not textured walls) and this cost has to be absorbed.

As you scrape, you may find that the wood has turned gray or black in some areas. Check for rot by probing these areas with a nail. Spots that are discolored but firm are simply weathered.
