When you do get the references list, don’t take the information for granted. Take a few minutes to check these references. I had to give an estimate to a lady a few weeks ago who had more stuff around her home than a thrift store including heavy furniture, stuff all over the floor and junk everywhere. I knew if I accepted the job id be a furniture mover and cleaner. I also agree this article makes it seem like the contractor is out to rip off the customers. Once you have removed all the loose paint, you should apply an appropriate primer to some of the distressed areas, especially if your paint-removal system has exposed raw wood or bare metal. The kind of primer you use depends on the kind of paint you'll be using later. For latex paint, use latex primers; for solvent-thinned paints, use solvent-base primers; and for metals, use metal primers. Not only do these coatings provide extra protection against the elements, they also form a firm foundation for finishing paints. Also, priming is always required when you're working on new wood.
With that said, here's the reality of that particular scenario. Painters do put water in the paint, but not for reasons you would think. Some materials need to have their viscosity manipulated in order to slow drying time, allowing gravity to 'smooth' out the product for a better finish. It also prevents 'drags' and 'sausages'. Back to the article. You can add water to all latex based paints / thinner to oil based paint. The tinting base has absolutely nothing to do with it. Say you are working outside and throughout the day you have to add a little water to keep the same consistency. If somebody really tried to add 20% to 50% water they no longer would be painting they'd be performing a whitewash or pickle finish.
I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.
Tony and Travis came to the house to give me an estimate and were able to come back on two day's notice to do a wallpaper removal job for me. They stripped the paper, patched and primed in 1 day and were very clean and efficient. They were very willing to answer all my questions and even helped me with an unrelated paint issue. These guys are top notch! I'll definitely be calling them back for my future projects!
