I am in northern Nevada and you have not yet gotten sufficient responses to provide a painting cost chart showing the averages.  I do have a quote from an outside (Not Homeadvisor referral) painter who is local for $2,750 for soffits, patio cover and posts, Garage facia (redwood clapboard above (~300 ? Sq. Ft.) on a 2046 Sq. Ft. home where the walls are 9 ft tall and it is fully stuccoed with plastic stucco surfaces, so not being painted.  

To win work, contractors generally have to bid against other suppliers. To make an accurate bid, they estimate the time and materials required to complete the job. They measure the area to be painted and discuss the type of finish the customer requires. They assess the quality of the surfaces to work out how much remedial work they must carry out before painting. They might have to remove old paint or wall coverings, or repair cracks and other damage. They also calculate the cost of any essential equipment, such as scaffolding for exterior walls.
Even if you go it alone, specialize to keep your initial investment low. If you do only interior painting, for example, you might get by with one ladder, a few brushes, rollers, basic hand tools and such, for an investment of less than $300. Again, you can add to your tools as you need to (every job is a bit different), and parlay profits into the equipment necessary for exterior painting or working on large commercial properties.

Over the past year I have had several jobs given to 2 Angie's list recommendations and 1 not from a recommendation. They all have one thing in common, lack of sufficient and correct preparation to save time, labor, and the fact that they put a person in charge that was a cut corners type of worker. The two from Angie's list sent worker/s back to try touch up problems, but once the job is not prepared correctly in the first place any extra work is like putting a band-aid on a dirty wound.

There are cases where apartment complexes allow you to choose from a color wheel of neutral hues before you move in. Some charge a fee for calling in a painter to do the walls, while others offer new paint as a benefit of moving in. If you're not a fan of neutral colors, consider looking for an apartment that allows you to paint the walls a more expressive tone. Otherwise you can invest in boldly colored furniture and posters.

You are right on with this - why do people leave switch plates on when it's just so easy to take them off? Another thing that happened to us - we had the popcorn ceiling taken off and the ceiling painted white. When the job was done and I later went to change out all the fixtures/fans, they had left every fixture in place, so there was a large patch of popcorn and unpainted ceiling left behind - it just didn't dawn on me to specify that they take those down before scraping and painting. It was kind of a mess.

I have worked with numerous contractors and I believe that Steve is the best overall that I have ever worked with. He was going to be 30 minutes late and he called to inform me of same. He came in and covered every piece of furniture including lamps, pictures, thermostat, and light switches. He fixed the drywall in the ceiling and after he finished painting our ceiling it is now perfect. If I ever need any additional drywall work or painting I will call Steve. His pricing is both fair and competitive.
Using an airless sprayer to place paint on the wall (using low pressure) will speed up the process because your not having to dip your brush or roller. spray about 3 or 4 sq. ft. and then back brush or roll spreading and evening the paint. Because your using low pressure, mask and cover is at a minimum once you are accustomed to handling the spray gun and the type of surface being painted. Ask companies to include all details in writing. Although that sounds simple enough, too many contractors submit offers such as "paint house for $5,000." A friendly contractor may offer a reassuring handshake and promise that the crew will take care of all the details — starting on time, working every day, cleaning up, etc. That's great, but why not include each point in the proposal? If it's a challenge to get a written description of labor, materials and other details, things will probably get worse when the work starts.
