Some contractors work on time and material others on a firm contract. I would never hire the former and am leary of the latter. A contractor may low-ball a bid to get the job planning to make a killing on change orders. If you say good morning to them, they charge you extra for that. If the contract is not very, very specific and extensively fleshed out or if they display their change order schedule prominently on top, show them the door.
Good contracts include descriptions of prep work and repairs; paint specs by brand name, type, color and product number; the number of coats; and a full description of the work, including frequently omitted items such as cabinet interiors and shutters. Minimize delays by specifying that, weather permitting, work will be continuous. Get a payment schedule that minimizes the down payment — the more payment you can withhold until the end, the more leverage you'll have to get the job done well and per your specifications. Insist that contractors provide proof that they carry both general liability and workers' compensation coverage.

Typically, materials account for 15% of the cost charged by painters. Buying the painting supplies yourself may help you save a lot of money down the road. Be prepared to buy 2-3 gallons for painting the interior walls of an average-sized room. In addition to paints and primers 3, you will need paint brushes, rollers, face masks, rubber gloves, painter’s tape, drop cloths, sandpaper etc. While you can pick up disposable painting brushes for under a dollar from home improvement stores, reusable higher-end brushes can cost as much as $20. A standard roll of 0.98 inches painter’s tape (180 feet) will cost around $5. Equipments such as ladders or scaffolding 4 can be rented for a small cost. An interior scaffold with adjustable platform heights from 2’ to 12’ in 2” increments can be rented for around $8 per hour.

If a company has a formal training program, it’s a safe bet that they have their act together. They can do training in-house through regular meetings of their employees. They can have field training systems in place, usually coordinated with classroom training sessions. They can also use trade associations, such as PDCA (Painting and Decorating Contractors of America) or paint manufacturer’s representatives to stay up to date with the latest materials and techniques.
I am a painting contractor and have been since 2001. Make sure the estimate provides in writing: What is EXCLUDED as well as INCLUDED. It should state the manufacturer and type of paint going to be used. Estimate says ALL LABOR AND MATERIALS. My estimates to my customers say "guaranteed coverage" eliminates the conversations of 1 coat vs 2 coat. I have my customers submit colors 5 days prior to start date. Customers need to inform me if they are going to use pure white, dark reds, oranges, and bright yellows they need to inform me in that 5 day window, so I can adjust my pricing for 3 coats. Although this more uncommon now than years past because a lot of paint manufacturers have primer with paint products. Let the contractor know if your doing accent walls. This takes longer to cut in straight lines and it requires the contractor to purchase more paint. If you add anything on the scope of work have the painter write out the description and cost prior to them doing the work. Have the estimate say how many days it will take to perform the work. Ask how many workers will be doing the job. Make sure to enforce that number of workers their everyday until the job is complete. Do not give final payment until you do a final walk through. Walk the job when its almost complete and point out areas that you want fixed prior to the contractors final walk through. Its best to do while the workers are still in that particular area as they will have tarps down and areas covered and it will be easier for them to take care of. Purchase a roll of blue tape and stick it to areas that you want fixed. This is called a punch list.
A professional paint crew will have the right tools for the job. Quality tools can make a difference in paint application and bear noticeable results. If you are only painting one room or do not plan to paint any additional areas of your home, it might not be wise to invest in tools that will only be used once. Professional painters will also have enough drop cloths and other protective equipment to ensure the area is kept clean.
Ask companies to include all details in writing. Although that sounds simple enough, too many contractors submit offers such as "paint house for $5,000." A friendly contractor may offer a reassuring handshake and promise that the crew will take care of all the details — starting on time, working every day, cleaning up, etc. That's great, but why not include each point in the proposal? To get at the nails in the board above, shove a flat pry bar up under it and gently pry the board outward. In most cases, this will pop up the nailhead, so you can pull it with your hammer claw. If you run into a stubborn nail that won’t move easily, don’t use brute force and risk splitting the good board. Instead, slip a hacksaw blade behind the siding and cut the nail (Photo 2).You can’t get the new board in unless you pull the remaining shank of the cut nail (Photo 3).
Did you even read the article? It was specifying UNSCRUPULOUS painters! And, by the way, the photo at the top was not identified at all. How would anyone know whether it was done by a homeowner or not? Also did you ever stop to think that if a consumer has the knowlege to spot a dishonest contractor then by default he also has the knowlege to identify an honest one as well? And, pardon me, but just because you've never seen something has absolutely nothing to do with whether it has actually happened to someone else. Why would any honest business person be so defensive about the publishing of such useful information? If any painters/painting contractors object to a consumer having this kind of information maybe they are the dishonest ones!
Just like with roller paint application, painters are not limited to using just one stroke when cutting in. It is important, however, to work towards the edge of the corners applying even pressure. If time permits, painters should allow their cut in work to dry completely before applying paint with rollers, keeping in mind that light touchups on corners and edges will always be required at the end.
