This device attaches to your home's water-supply system and puts out a jet of water at a pressure of about 600 pounds per square inch. It is equipped with a handheld wand tipped with a trigger-activated nozzle. The pressure is high enough to dislodge not only stubborn dirt, mildew, stains, and dried-on sea-spray salt, it's enough to remove peeling paint. Then explain that you'll purchase the materials and ask for a list of exactly what will be needed to complete the job. Caulking, for example, is an extra supply commonly used to fill any cracks or damaged areas in your walls -- and one that might be overlooked in an incomplete list.
Over the past year I have had several jobs given to 2 Angie's list recommendations and 1 not from a recommendation. They all have one thing in common, lack of sufficient and correct preparation to save time, labor, and the fact that they put a person in charge that was a cut corners type of worker. The two from Angie's list sent worker/s back to try touch up problems, but once the job is not prepared correctly in the first place any extra work is like putting a band-aid on a dirty wound.

High-end materials and products perform better, look nicer, and last longer - if your contractor uses low-end options to drive your cost down, they’re not doing you any favors. The companies with the best paint products are Benjamin Moore, Dunn Edwards, Sherwin Williams, and Vista Paint. As a painter I don't recommend Berh from Home Depot as much because it's quality is just marketing. Flat paint has no sheen and it shows its true color, but is not easy to wash or clean. Satin, eggshell have low sheen and is washable. Semigloss ang glossy has a high sheen and these paints are recommended for bathrooms and kitchen or where there's high humidity and steam.
My wife and I just painted the interior of our house with about 6-8 gallons, of $30+ per gallon (meaning the good stuff, non-diluted) with absolutely fantastic results. However we just paid an average of $5 per gallon. Reason...all big box stores have paint, set aside, that has been mixed but not picked up by the customer. They need to sell it quick and if you're not in a hurry (you know well in advance that a room or two need painting and it's not like the roof leaking and needs an immediate fix) you can go to each store when you need other supplies or food, like Walmart (when convenient, driving 20 miles to each is not worth it) and over the course of a month or two, pick out some very nice colors of quality paint. We found perfect colors...not saying they were our first choice but when we opened the can, very nice and some even better than our original picks. Cost to paint the entire house was about $100, with all materials included, period. We had it on the market for a few months to sell, didn't sell, painted the rooms, got 2 offers the day after we finished, took the best one and never looked back.

I'm an architect and my firm routinely specifies interior finishes for projects so I thought I'd contribute a professional's perspective on the issue of how many coats of paint are deemed "acceptable". The fact of the matter is the average consumer usually isn't a paint expert and can't be expected to know about all the factors that impact coverage. That knowledge is considered "means and methods" and in a court of law, the responsibility lies with the painter or general contractor, not the consumer. What the consumer should be concerned about is the final result-does it look good and is it what you expected? The simplest way to communicate this to your painter is to stipule in your written agreement that the number of coats will be "as required to cover". That way all the guess work about what kind of primer, how many coats, how color affects the scope of work, etc., is removed from the consumer's responsibility and resides where it belongs-with the professional. In the contract that's why retention is always a good idea-typically 10% is withheld from payment until the job is completed to the satisfaction of the customer. Of course in return you as the customer have to be reasonable about what constitutes a completed job. Just my $.02.
Even if you go it alone, specialize to keep your initial investment low. If you do only interior painting, for example, you might get by with one ladder, a few brushes, rollers, basic hand tools and such, for an investment of less than $300. Again, you can add to your tools as you need to (every job is a bit different), and parlay profits into the equipment necessary for exterior painting or working on large commercial properties.

With that said, here's the reality of that particular scenario. Painters do put water in the paint, but not for reasons you would think. Some materials need to have their viscosity manipulated in order to slow drying time, allowing gravity to 'smooth' out the product for a better finish. It also prevents 'drags' and 'sausages'. I personally try not to do it too often, but from time to time I have to. I want my client to have a proper finish.
This painter Scot never came and finished the job. Texted me at 6:30 in the morning saying that he isn't able to do the job I gave him. I would not recommend this painter to anyone. I will make sure everyone I know won't use this guy. He is the worse business owner I have ever met. I don't know how he is in business. Be very careful of this guy Scot. Don't trust him and don't pay him for anything for any work.
