State your expectations. The number of coats a painter applies isn’t the only factor in determining the quality—and price—of the project. Preparation is also key. WOW! I think the guy I hired read this first and I have photos that would make your skin crawl. Bottom line: he got me for $1900.00. Every single thing he painted had to be completely redone....that's when I discovered he did NOT use the colors I picked, he actually used leftover exterior paint from his mother's house! Because I have pets he said things needed to be sealed first and I did agree to that. What I did NOT agree to was using some kind of foul smelling gray stuff ON MY HARDWOOD FLOORS! THEN he painted them BLACK, telling me that all they were good for was covering over with laminate or carpet. He also dripped and tracked paint all over my ceramic tile floors. PLUS left a wet used paint roller in my garden window and had stuff piled in front so I didn't find it until it had dried. I have no idea how much that is going to cost to repair. Then he left without finishing (thank God) but left the "leftover" paint, uncovered, in the rain. Again, hid it so I didn't immediately find it. Obviously we will be going to court but I doubt if I see a penny from him.

I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. There are many jobs where its not possible to get a deposit and that is built into or pricing accordingly. Hire people you know or well established businesses.

I was a painting contractor for many years and never asked for a deposit upfront. A good contractor should have great credit with his suppliers and an even better contract if the deal should go south before the job is done. Get to know your customer and explain how each paint covers so they understand fully before you have to apply 3 or 4 coats. If you didn't bid your job right and the client has already signed the contract then that is on you not the client. Yes I haven had to eat the difference but the client was happy and a return customer for years so I made up for it.
As you walk through your lighted rooms (preferably day light) see if the new coat has light spots showing the precious paint. This is call "bleeding through". This means that there's only one coat of paint or the paint was diluted or the trasition of colors were from light to dark (or the other way around) and primer was not use or the painter is inexperienced.

Prep. For new work the painter accepts the finish done by the drywall or plaster and once he accepts the work and starts painting he owns any wall repairs. Existing work is a different thing. I take a high intensity light and circle the kinds of defects with chalk so we are all in agreement before they start. Sometimes this results in a higher price and we have to compromise on how much to do...
You can typically complete all of these preparations for an entire house in a single day or over a weekend. If you're painting a porch or an outbuilding, it may only take an hour. If you're painting with latex, you can start the following day; solvent-base paint does not adhere well to moist surfaces so wait several days until all the washed surfaces are absolutely dry before applying this type of paint.
Freshly painted walls often look blotchy. The color is uniform, but the sheen isn’t consistent. This usually occurs over the holes and cracks you patched with a filler or drywall compound. When I have to hire someone I tell them up front that I'll be checking every detail, pay extra to purchase the materials myself, and if they don't want the job - well good! I hired this person because he was listed on Angie's List. This man claimed he took and passed his contractor's license test after he signed me up for a project (Feb.) that included fixing cracks, painting, repairing a gate, installing a screen door, etc. He said he would charge me the original "handyman" prices. He postponed the start date, brought one worker who fixed a few cracks, repainted the gate terribly, but ruined a dining room ceiling when his worker used silicone in a tube instead of the expansion tape, spray ceiling covering, and paint I had purchased saying this silicone was "better". Then they said they would have to paint the whole ceiling and charge extra. They left holes in the walls and did a sloppy paint job in several places. I just paid them to get them out of my home as I felt intimidated as a senior citizen who is handicapped. I will try to have the main guy come back when I let him know what I need redone. Don't know if he will come back without charging me more.

I would not recommend this company for the following reasons:1. Original appointment was very specific to them on what was needed and to take photos for 3 apartment unit plumbing fixture repairs. One unit had a bathroom tub/shower backup.2. No photos taken, 3 trips later and only 1 unit completed to satisfaction. (Backup) 3. Other faucets unable to find on line with their suppliers and repair 4. Had to find another plumbing company to complete the jobs. 5. Invoicing had to be redone as not in detail of job address for tax purposes 6. Bad communication throughout the project process with their internal customer service. Their technician and project manager ordering parts. 7. For the back up. Did not bring out correct snake on both trips and had to replace lines as too small to break through backup. Costing over $800 for 3 trips just to complete that situation out. 8. Ordered the wrong parts when 2nd trip out since no photos taken to confirm what was needed. Very dissatisfied and will never ask them to work in any of our rental properties again.
As a former professional painter, something that drives me crazy is when I see painters cut in around wall plates. First of all, the amount of time that it takes to cut in is usually much longer than the amount of time that it takes to simply remove the wall plate. Secondly it does not look nearly as clean as it does when the wall plate is removed and thirdly it can invariably leave paint on the wall plate itself which also looks sloppy. Make sure the painter takes them off and then reinstalls them. It's less time.
The house bath may reveal nails that have popped out of the siding or rusting nail heads that have left streaks of rust on exterior walls. If so, use sandpaper or steel wool to clean the nail heads. On clapboard siding, use a nail set to recess the nail head about ⅛ inch below the surface of the wood. Dab on a coat of rust-inhibiting primer (unless the nail is aluminum or nonrusting galvanized steel), and let it dry. Then fill the nail hole with spackle or putty. When the filler is dry, give it a coat of primer. For flathead nails, which cannot be recessed, sand the heads until they're shiny, and coat with primer.
