I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.

Before the scrubdown, protect nearby plants by misting their leaves and saturating the surrounding soil with water, pulling them away from the house, and shrouding them in fabric drop cloths. (Plants will cook under plastic.) Lay more drop cloths along the base of the walls to collect any falling paint debris. Walls should be wet down before getting scrubbed, then washed with a gallon of water mixed with 1 cup chlorine bleach and 1 cup of either a concentrated, phosphate-free cleaner, such as a trisodium phosphate (TSP) substitute, or Jomax House Cleaner. Working in sections, from the bottom to the top, will avoid streaks. Be sure to rinse walls well before the solution dries. Wood siding and trim should be ready to paint after a day or two of dry weather.

This article is outdated. Deep based colors were an increase in price back in the 90's. Most stores have a standard price for all colors now. The problems the author are citing are outdated and rarely happen. This is the 2nd time I've seen this article being emailed out, it's irresponsible of angies list to keep sending out this poorly written and inaccurate article.

Interesting information! We just got scammed in White Stone, Virginia... we chose the same color, but went from a flat to an eggshell finish. I wasn't available to stand over the painter while he painted. For such a detailed job, I marveled at how quickly he finished the project! After he was paid for the job, we discovered all he did was roll paint across the walls and close to the crown, baseboards and detailed trim around windows and doors leaving about an inch or so of the flat finish. By using the same color, he didn't even do the job he was paid to do, which explained why he could finish the job so quickly. By using the same color... he got lucky and passed it off as a completed job not bothering to paint to and cut in around the trim. Upon further evaluation of our walls we could see exactly where he stopped because we could see the difference between the flat and eggshell finishes. There are walls he didn't even bother to paint. Then where he did paint near the crown when we were in the room watching ... he hit the crown moulding and tried to tell us it was already there... and tried to sell us on painting the crown moulding. I am so disgusted and upset!! He'll be hearing from us to rectify the situation.
The house bath may reveal nails that have popped out of the siding or rusting nail heads that have left streaks of rust on exterior walls. If so, use sandpaper or steel wool to clean the nail heads. On clapboard siding, use a nail set to recess the nail head about ⅛ inch below the surface of the wood. I know he did patching only for about a day and a half. We decided on the kind of paint before he started. that is what he used. I never heard of Oak Glen before, but do recognize the mountain names. I wouldn't expect to find any towering Sequoias and Redwoods there because neither species is native to that part of California, and they do take some time to become towering. And I've never heard of any overlapping of their ranges. But an elite painter and crew will try to complete a project as quickly as possible and move on to the next one. They understand bonuses, incentives, and promotions. My company provides the opportunity for a homeowner to meet each member of the crew and shake there hand on day one. There is also a differentiation between the crew boss and the crew by the uniforms they wear. Should the homeowners have any issue at all they know exactly who to go to to get results. This eliminates the age old problem of who screwed up? I have found that by me putting on my whites and giving my crew the opportunity to out do themselves on each project it ignites competition, pride in skill, and excellent commraderie amongst the team. Ask companies to include all details in writing. Although that sounds simple enough, too many contractors submit offers such as "paint house for $5,000." A friendly contractor may offer a reassuring handshake and promise that the crew will take care of all the details — starting on time, working every day, cleaning up, etc. That's great, but why not include each point in the proposal? I'm hiring an interior painter and that is why I was reading this comment list. I'm concerned about your comment about Angie's List. Some of us don't have personal recommendations for tradespersons, and rely on sites like this. Are you saying that Angie's List's reviews are not complete or that they do not print some of the negative reviews? It's hard to know what to do - I have not been able to find a person who just had their paint done so I can ask him/her about the quality of the painter.
First off all clients want a "deal" As a painting contractor for 38 years I can tell you that residential-commercial-industrial clients (and their needs are all diffrent. It seems this discussion mostly concerns residential repaints,so here goes--first off ALWAYS get a personal referance from a friend or co-worker. Always get an itemized contract that specifies the prep,color, number of coats, and specifics on payment. Remember you want to set up a relationship with the painting contractor of your choice. Bond, license and insurance are required to get a contractors license and are readily available online at your state Labor and Industries website. Second-- find someone you trust. He or his crew will probably be left alone in your home for most of the time. I always tell my clients that I wont bring someone to their home I wouldnt have in mine. Third--$$ Dont ever pay up front always insist on progress draws if the project is 2 or 3 phases remember If a contractor wants $3000 to do the job and you give him half up front he will be working for $1500. It WILL affect the quality of the product. In 38 years of business I have never taken a deposit and have never not been paid in full remember do what you said you would do for exactly what you said it would cost and there will be no problems with getting paid. one last reminder to clients you are also being evaluated when you interview a contractor. He is sizing you up as well. If he thinks you are a bit sketchy the the price will go up or he wont take the job at all. If there is any peeling — and there usually is somewhere — it's essential to scrape off any loose paint. This doesn't just mean the parts that are already separated from the wood and ready to fall off on their own. Each spot where paint has peeled loose needs to be scraped thoroughly until you can no longer get the sharp corner of a putty knife under any of the surrounding edges of paint. Then, the bare spot needs to be sanded until the paint edges are smooth.

Anyone even thinking about a VA loan refi should get estimates for painting and pest inspections BEFORE starting on the loan paperwork, otherwise you will have difficulty getting painting and inspections done in a timely manner (and it is my understanding this is common with VA loans.)
