You are right on with this - why do people leave switch plates on when it's just so easy to take them off? Another thing that happened to us - we had the popcorn ceiling taken off and the ceiling painted white. When the job was done and I later went to change out all the fixtures/fans, they had left every fixture in place, so there was a large patch of popcorn and unpainted ceiling left behind - it just didn't dawn on me to specify that they take those down before scraping and painting. I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Alamo took almost 7 hours (with a 3 hour break) and then when they came back they had no instillation (as in our proposal) for the ceiling I had repaired and found out after, that the insurance company never fixed the roof. So for the last three years wet installation removed as much as possible it was covered in plastic with no instillation. Finally....3 Years later We called Alamo Paint contractors and were pleased with the head Forman and took the proposal ( drywall, paint, new instillation, texturing, plus banister repair). Needless today what normally took a three hour job ( from our last experience), took from 9am-4pm. The banister we also had repaired by his assistant was only a 30-40 min job and that was perfectly done. The texture on the ceiling was so-so only because you can see the drywall tape under the paint. I?m having a new painter fix this so it can at least look better then drywall tape showing. Using an airless sprayer to place paint on the wall (using low pressure) will speed up the process because your not having to dip your brush or roller. spray about 3 or 4 sq. ft. and then back brush or roll spreading and evening the paint. I am a contract painter and found that most people that I make a contract with immediately try to change the deal and get more than they are paying for. Sometimes, I let them cheat me as they may have other work that I wish to do but other times I put my foot down. I try to get the client to look at what I have done each and everyday if I am going from room to room. I cannot do this If I spray the entire project at once. Even when I have them inspect my work, they often just do not tell the truth and wish to scam me the contractor for more and more while paying the same as the original contract. Most people have not a clue how much work is involved in painting a house and just assume that the painter rolls out the work with no prep, sealing off the place to protect things that are not painted. All of my contracts state that if anything is in the way like babies, dogs, cars, plants and furniture that I cannot proceed and that it is their responsibility to move this stuff. I always seem to be turned into a furniture mover and never get paid to wrench my back. Fact is most people try to rob the contractor and this article tries to make it seem that the contractor is robbing the homeowners. FIRST: Unless you can stay in business painting 1 bedroom at a time for $500-$1000, which you can't, then you will be taking on several thousand dollar contracts that require thousands in Labor and Materials to fulfill the order. Multiply that by 3-4 jobs at one time or in our case 15-20 jobs at a time, YOU NEED TO TAKE DEPOSITS!!! It is horrible business not to take deposits. There are many jobs where its not possible to get a deposit and that is built into or pricing accordingly. If we are not getting a deposit, there is a finance charge built in, contractors are not banks. If you don't have a good feeling about a deposit, your hiring the WRONG CONTRACTOR. Hire people you know or well established businesses.
Over the past year I have had several jobs given to 2 Angie's list recommendations and 1 not from a recommendation. They all have one thing in common, lack of sufficient and correct preparation to save time, labor, and the fact that they put a person in charge that was a cut corners type of worker. The two from Angie's list sent worker/s back to try touch up problems, but once the job is not prepared correctly in the first place any extra work is like putting a band-aid on a dirty wound.
Consider credentials. Before you hire someone, consider his credentials. Membership in a trade or local business group, for example, isn’t a guarantee of quality work, but it shows a level of commitment and reliability on his part. Also verify whether the pro has the appropriate license(s). (You’ll find the licensing information in your state at the Contractor’s License Reference Site. Also check with the Better Business Bureau, the attorney general’s office in your state, or a local consumer-affairs agency to learn whether the contractor has a history of unresolved complaints.
The other difficult part is getting a painting contractor to show up. While this generalization does not apply to every painter, personally I am extremely grateful if I can get a paint contractor to show up to look at the house and to later produce a written estimate. I hardly fault the painting contractors, because I think it is a combination of the contractors being smaller operations along with a high demand for their work.

As a painter I don't recommend Berh from Home Depot as much because it's quality is just marketing. Flat paint has no sheen and it shows its true color, but is not easy to wash or clean. Satin, eggshell have low sheen and is washable. Semigloss ang glossy has a high sheen and these paints are recommended for bathrooms and kitchen or where there's high humidity and steam.
Ideally, you want a variety of older and newer projects, and you especially want to check on a very recent project, such as something completed last month. When you do get the references list, don’t take the information for granted. Take a few minutes to check these references. Ask these homeowners about the experience while services were provided and also how well the job has held up over time.
