I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.
I'm an architect and my firm routinely specifies interior finishes for projects so I thought I'd contribute a professional's perspective on the issue of how many coats of paint are deemed "acceptable". The fact of the matter is the average consumer usually isn't a paint expert and can't be expected to know about all the factors that impact coverage. That knowledge is considered "means and methods" and in a court of law, the responsibility lies with the painter or general contractor, not the consumer. What the consumer should be concerned about is the final result-does it look good and is it what you expected? The simplest way to communicate this to your painter is to stipule in your written agreement that the number of coats will be "as required to cover". That way all the guess work about what kind of primer, how many coats, how color affects the scope of work, etc., is removed from the consumer's responsibility and resides where it belongs-with the professional. In the contract that's why retention is always a good idea-typically 10% is withheld from payment until the job is completed to the satisfaction of the customer. Of course in return you as the customer have to be reasonable about what constitutes a completed job. Just my $.02.

Alamo took almost 7 hours (with a 3 hour break) and then when they came back they had no instillation (as in our proposal) for the ceiling I had repaired and found out after, that the insurance company never fixed the roof. So for the last three years wet installation removed as much as possible it was covered in plastic with no instillation. Finally....3 Years later We called Alamo Paint contractors and were pleased with the head Forman and took the proposal ( drywall, paint, new instillation, texturing, plus banister repair). Needless today what normally took a three hour job ( from our last experience), took from 9am-4pm. The banister we also had repaired by his assistant was only a 30-40 min job and that was perfectly done. The texture on the ceiling was so-so only because you can see the drywall tape under the paint. I?m having a new painter fix this so it can at least look better then drywall tape showing. Alamo are very nice, good people skills but poor workmanship considering all that happened.

I put out a request for bids to several local house painters and quite a few seemed high. One was for over $6000 for painting the exterior of the house with putty fill as necessary, paint included. It was for him and one other guy to do the work. I said, "it's going to take you guys quite a while to get this job done" and he told me that no, they could do it in 2 days. I don't know about you but $1500 a day per painter seems more than just a bit high. I went with someone else and they had several people there for several days working like crazy and did a great job. I would never suggest that one of my clients buy their own paint because A . They will pay an average of $20 to $30 more per gallon which could add up to $1,000 or more to a full repaint B. most times I'm in the paint store homeowners are kind of pushed to the foreground as they handle all the contractors in the store and C. Paint is heavy, takes up a lot of room needs to be left in it clean dry area and I hate to put a client to work when they are trying to hire me to do their job.
This was very helpful. I wonder if i would really follow through and check to see if my painter was cheating me. I used a painter I found on Angie's List. This was 5 years ago. He did a great job. I know he did patching only for about a day and a half. We decided on the kind of paint before he started. that is what he used. I don't know if I could stay on top of him and watch him open every can of paint.
Because of our wet/cold weather, another painter was booked out through August as of May 7th, 2016. As you scrape, you may find that the wood has turned gray or black in some areas. Check for rot by probing these areas with a nail. Spots that are discolored but firm are simply weathered. Weathered wood doesn’t hold paint very well, so sand away the gray surface. If you find soft areas, you’ve got rot. First off all clients want a "deal" As a painting contractor for 38 years I can tell you that residential-commercial-industrial clients (and their needs are all diffrent. It seems this discussion mostly concerns residential repaints,so here goes--first off ALWAYS get a personal referance from a friend or co-worker. Always get an itemized contract that specifies the prep,color, number of coats, and specifics on payment. Remember you want to set up a relationship with the painting contractor of your choice. Bond, license and insurance are required to get a contractors license and are readily available online at your state Labor and Industries website. Second-- find someone you trust. He or his crew will probably be left alone in your home for most of the time. I always tell my clients that I wont bring someone to their home I wouldnt have in mine. Third--$$ Dont ever pay up front always insist on progress draws if the project is 2 or 3 phases remember If a contractor wants $3000 to do the job and you give him half up front he will be working for $1500. It WILL affect the quality of the product. In 38 years of business I have never taken a deposit and have never not been paid in full remember do what you said you would do for exactly what you said it would cost and there will be no problems with getting paid. one last reminder to clients you are also being evaluated when you interview a contractor. He is sizing you up as well. If he thinks you are a bit sketchy the the price will go up or he wont take the job at all. Some contractors work on time and material others on a firm contract. I would never hire the former and am leary of the latter. A contractor may low-ball a bid to get the job planning to make a killing on change orders. If you say good morning to them, they charge you extra for that. If the contract is not very, very specific and extensively fleshed out or if they display their change order schedule prominently on top, show them the door.

I think the important point is that there are several key choices (who to do the work; color, sheen, quality, of paint; how many coats; amount of prep/repairs to be done and by whom, how long the job will take, provisions for changes, how detailed the contract needs to be; advanced deposit/progress payments/final payment; final inspection, etc.) that need to be made and it requires advanced research and planning in order to become well enough informed to make the right choices. Then it requires spending sufficient time to check materials and inspect the quality of the work while it is on-going, raher than waiting to do it all at the end. President Reagan's philosophy of "Trust, but verify." applies.
