Safest way to ensure that everything is fair is to get it ALL in writing , signed by both parties. Specify each item that needs repair. Also, BUY the paint YOURSELF. That way, there is no incentive to water it down, and you KNOW that you are getting the grade/quality you actually purchased. I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.

I was taught to paint by a professional and when estimating the amount of paint needed, I always allow for a second coat just to make sure of coverage. We interviewed a painter who tried to tell me I bought poor quality paint without knowing where I purchased it, and stated he would have to buy all new paint. He had not seen the cans and was just guessing so I asked him where I should buy paint from now on. It was the same place I had purchased my paint and he wanted to charge me an extra 20 a gallon more than what I paid for. Needless to say, I have interviewed numerous painters and they are not all honest.
Your painting contractor should be able to tell you which premium products they use, and why. High-end materials and products perform better, look nicer, and last longer - if your contractor uses low-end options to drive your cost down, they’re not doing you any favors. When reviewing your proposal make sure a specific product is listed, not just a paint manufacturer. Every manufacturer has contractor grade options.
I never heard of Oak Glen before, but do recognize the mountain names. I wouldn't expect to find any towering Sequoias and Redwoods there because neither species is native to that part of California, and they do take some time to become towering. And I've never heard of any overlapping of their ranges. A more suitable house for this location might get inspiration from the Monolithic Dome in Yucaipa which survived a direct hit from a wildfire.

As you walk through your lighted rooms (preferably day light) see if the new coat has light spots showing the precious paint. This is call "bleeding through". This means that there's only one coat of paint or the paint was diluted or the trasition of colors were from light to dark (or the other way around) and primer was not use or the painter is inexperienced.

My wife and I just painted the interior of our house with about 6-8 gallons, of $30+ per gallon (meaning the good stuff, non-diluted) with absolutely fantastic results. However we just paid an average of $5 per gallon. Reason...all big box stores have paint, set aside, that has been mixed but not picked up by the customer. They need to sell it quick and if you're not in a hurry (you know well in advance that a room or two need painting and it's not like the roof leaking and needs an immediate fix) you can go to each store when you need other supplies or food, like Walmart (when convenient, driving 20 miles to each is not worth it) and over the course of a month or two, pick out some very nice colors of quality paint. We found perfect colors...not saying they were our first choice but when we opened the can, very nice and some even better than our original picks. Cost to paint the entire house was about $100, with all materials included, period. This painter Scot never came and finished the job. Texted me at 6:30 in the morning saying that he isn't able to do the job I gave him. I would not recommend this painter to anyone. I will make sure everyone I know won't use this guy. He is the worse business owner I have ever met. I don't know how he is in business. Be very careful of this guy Scot. Don't trust him and don't pay him for anything for any work.
Professional painters have done this before. It’s how they make their living. Through experience, they have learned tricks of the trade and the techniques used to get quality results. They are familiar with the type of paint to use in each situation, know what quality paint is right for each task and know how to achieve a perfectly straight edge – with or without the use of painter’s tape.
Some contractors work on time and material others on a firm contract. I would never hire the former and am leary of the latter. A contractor may low-ball a bid to get the job planning to make a killing on change orders. If you say good morning to them, they charge you extra for that. If the contract is not very, very specific and extensively fleshed out or if they display their change order schedule prominently on top, show them the door.
When I had my interior painting done, after clearing out all of the furniture, myself, I also removed all of the wall plates in all the rooms to be painted. They were a beige color and probably yellowed. The wall was originally an off white and I had it painted a light-mid grey, so those wall plates would look terrible. After pricing replacement plates, switches and outlets (Would have been way too expensive to replace all of them), I decided to just paint all of the wall plates, switches and outlets (Used just a black gloss spray paint). I sprayed the plates outside and used a small brush on the switches and outlets. It worked out just fine and the blacks plates, etc compliment the wall color. It has been 7 years and the plates, switches, outlets are holding up well.
Ask companies to include all details in writing. Although that sounds simple enough, too many contractors submit offers such as "paint house for $5,000." A friendly contractor may offer a reassuring handshake and promise that the crew will take care of all the details — starting on time, working every day, cleaning up, etc. That's great, but why not include each point in the proposal? If it's a challenge to get a written description of labor, materials and other details, things will probably get worse when the work starts.

A professional paint crew will have the right tools for the job. Quality tools can make a difference in paint application and bear noticeable results. If you are only painting one room or do not plan to paint any additional areas of your home, it might not be wise to invest in tools that will only be used once. Professional painters will also have enough drop cloths and other protective equipment to ensure the area is kept clean.
If you're going to do any part of the painting or prep work on your own, you must know that the first step in preparing a surface is washing it. Since dirt can affect the smoothness of a surface area -- and therefore paint's adhesion to it -- use soap to remove any dirt or stains. Make sure there's no soap left on the walls when you're finished; also make sure to remove any gloss with sandpaper and vacuum up the leftover dust.
Use spray paint to refinish your old bicycle or give any surface a new finish - glitter, mirror or just a new solid color. A fresh coat of concrete paint on a basement walls can make a huge difference. Protect your garage floors from dirt and stains with an epoxy paint. I managed commercial construction projects for many years, have built and remodeled several properties, and never once have I encountered any of these scams. The tone of this article is deeply troubling. The author seems to be saying that ALL painting contractors are inherently dishonest, and that has not been my experience. The underlying advice here is sound: get it all in writing and cover as many contingencies as possible--so pointing out potential pitfalls like coat coverage is helpful. But do that in the spirit of clear communication of expectations, not with the expectation that the person you are hiring will try to cheat you at every turn. Not every contractor takes outrageous advantage of change orders; not every contractor will sneak past necessary preparation and/or repairs. Contractors of all sorts get a bad rap as it is; reinforcing a stereotype with articles written from this point of view just seems unproductive.

An interior scaffold with adjustable platform heights from 2’ to 12’ in 2” increments can be rented for around $8 per hour.
