Interesting information! We just got scammed in White Stone, Virginia... we chose the same color, but went from a flat to an eggshell finish. I wasn't available to stand over the painter while he painted. For such a detailed job, I marveled at how quickly he finished the project! After he was paid for the job, we discovered all he did was roll paint across the walls and close to the crown, baseboards and detailed trim around windows and doors leaving about an inch or so of the flat finish. By using the same color, he didn't even do the job he was paid to do, which explained why he could finish the job so quickly. By using the same color... he got lucky and passed it off as a completed job not bothering to paint to and cut in around the trim. Upon further evaluation of our walls we could see exactly where he stopped because we could see the difference between the flat and eggshell finishes. There are walls he didn't even bother to paint. Then where he did paint near the crown when we were in the room watching ... he hit the crown moulding and tried to tell us it was already there... and tried to sell us on painting the crown moulding. I am so disgusted and upset!! He'll be hearing from us to rectify the situation.
I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. The companies with the best paint products are Benjamin Moore, Dunn Edwards, Sherwin Williams, and Vista Paint. As a painter I don't recommend Berh from Home Depot as much because it's quality is just marketing. Flat paint has no sheen and it shows its true color, but is not easy to wash or clean. Satin, eggshell have low sheen and is washable. Semigloss ang glossy has a high sheen and these paints are recommended for bathrooms and kitchen or where there's high humidity and steam.
The other difficult part is getting a painting contractor to show up. While this generalization does not apply to every painter, personally I am extremely grateful if I can get a paint contractor to show up to look at the house and to later produce a written estimate. A primer 3 is essentially a protective layer that you apply before the first coat of paint. If you are painting over an already-painted surface, you may be able to avoid a primer 3 altogether by using a 2-in-1 paint and primer product. However, if you are painting a surface that has never been painted before or changing the paint or finish type, it would be a good idea to prepare the surface using a traditional primer 3. Primers 3 should also be used when painting over hard, smooth surfaces like glass or tile. All three types of primers 3, oil-based, latex-based and shellac-based can be used under latex paint.
Once work begins, hold brief daily meetings to discuss the job and schedule and quash any misunderstandings. If there are surprises, seek middle ground. No contract can anticipate every possibility. I would not recommend this company for the following reasons:1. Original appointment was very specific to them on what was needed and to take photos for 3 apartment unit plumbing fixture repairs. One unit had a bathroom tub/shower backup.2. No photos taken, 3 trips later and only 1 unit completed to satisfaction. (Backup) 3. Other faucets unable to find on line with their suppliers and repair 4. Had to find another plumbing company to complete the jobs. 5. Invoicing had to be redone as not in detail of job address for tax purposes 6. Bad communication throughout the project process with their internal customer service. Their technician and project manager ordering parts. 7. For the back up. Did not bring out correct snake on both trips and had to replace lines as too small to break through backup. Costing over $800 for 3 trips just to complete that situation out. 8. Ordered the wrong parts when 2nd trip out since no photos taken to confirm what was needed. Very dissatisfied and will never ask them to work in any of our rental properties again.

Second coats on similar colors are almost never recogicnized as being needed until the coat is applied and has dried. ONLY THEN WILL YOU SEE WHETHER IT NEEDS A SECOND COAT or not. Yes, painters can use a cheaper paint then what you paid for. That is solved by getting your own which, I would charge extra for because I will always have to go get more, or add second coat because home owner tried to skimp on paint, or they got the wrong color etc...
