My wife and I began having our custom home built in the fall of 2002. We were able to subcontract many phases of the build process & we did all the painting. A highlight of the building experience was choosing precast concrete basement walls (produced in a controlled environment) and installed with great results by one of the TOH partners (Superior Walls). We got that idea based on watching a TOH episode on PBS a few years prior. It was quite the sight for our neighbors and us as the oversize flat bed truck arrived with an overhead crane and began the process of wall installation. It was kind of scary as the the wall sections were put in place. But without the TOH episode and the TOH seal of approval giving us confidence for the precast walls we would have chosen having the concrete walls poured on site. We have uncertain weather conditions here in Western NY during the late fall season. Who knows how pouring the walls on site would have gone. Thank you TOH for the precast wall episodes.
Paint gets more expensive as you go from flat to gloss. The difference is usually around $1 per gallon per sheen upgrade. Flat is the cheapest, then matte flat or eggshell, satin, semigloss then gloss. Paint also gets much more expensive the darker it gets. A white or neutral paint color can be as much as $20 less expensive than a deep base red or blue.
The other difficult part is getting a painting contractor to show up. While this generalization does not apply to every painter, personally I am extremely grateful if I can get a paint contractor to show up to look at the house and to later produce a written estimate. This all comes down to the rules.....1. references....does the contractor have them??? I ALWAYS furnish all my prospective customers them....no excuses...2. insurance....again, I always furnish proof....3. Read the proposal carefully...I ALWAYS list materials down to tape used, the brand, the grit of sandpaper, the manufacturer, etc....its INEXCUSABLE to not list all of these items....I am a member of the PDCA, the Painting and Decorating Contractors of America, the foremost authority in the coatings industry and they also approve of what I listed....if you do not follow these guidelines, you will NOT get a job reflective of "professional". Look for the PDCA where any painting contractors are, if they are not a member, RUN!

Recently I had the outside of my home painted. The contractor wrote a good contract, but I failed to realize that some things were not in it. It reminds me of the car dealer who offered a good price on a new car but failed to mention that it did not include tires. My contractor failed to specify that lattice under a porch was included. I disagree with your criteria to hire a painter. A prompt returned call is nice but does not indicate the quality or fairness of the painter. As far as a written estimate, that should be more of a qualifier for the bid versus an evaluation criterion. I'm not sure one would have favorable results by hiring a painter on this basis. As far as the bidding process, change orders should ONLY be used if the customer requests additional scope (PMP 101). Angie's list should consider asking reviewers if/how much they were told to pay compared with the estimate. Unfortunately, there are a lot of contractors that are unethical and need to be accountable.

Third: The contractor buys the materials. We get them at a better rate and customers really don't know what they are getting into by being a material racer. Once again, I'm not referring to the guys that paint a bedroom or 2 a week. Tell the homeowner to go grab 50 gallons of paint, $300.00 worth of sundries and related job cost items and I'd be interested to see how it works for them....IT WILL NOT. And if were talking about people getting taken advantage of here, the paint suppliers with no relationship to a homeowner will 100% GOUGE the customer and completely take advantage of them with pricing. Contractors will pay nearly half the price and will still save the customers money marking up paint 10-15%.
