For particularly heavy deposits of paint, heat may be more effective than muscle. One way to apply heat is with an electric paint remover, which is a device with a platelike heating element that "cooks" the paint and has a built-in scraper to pull it off. Wearing heavy gloves, hold the heating element against the surface until the paint sizzles. Pull the remover firmly over the surface. The attached scraper will pull off the cooked paint as you go.

to be the devils advocate i have been a building contractor 20 of the last 30 yrs. i do know that if you go to a higher sheen of paint and or darker colors then any imperfections in the walls will show up much more dramatically…therefore the painter or a good drywall finisher is needed to prepare the walls extensively. this could cause more expenses…for it takes a lot of time to prep walls (smooth walls..not textured walls) and this cost has to be absorbed.

As an owners rep and former estimator for a gc i do expect to pay a reasonable deposit say 10 percent and then weekly progress payments. I am asking the painter to book his time and to do the work on my schedule. Most painting companies are not huge operations they will pay their staff weekly. For most repaints i ask for one tinted primer coat and one finish coat for 100 percent coverage. New work gets one tinted primer and two finish coats for 100 percent coverage. The cost of the paint is not really that different for colors or finish. Brands like european fine paint and C2 are more expensive than Ben Moore and sometimes more difficult to roll based on their consistency. Some home depot brands are as expensive as the Ben Moore and of equal quality others aren't. Red paints are notorious for number of coats required and special priming requirements.

To paint a large section without leaving lap marks, roll the nearly dry roller in different directions along the dry edge, feathering out the paint as you go. After completing the entire length of the wall or ceiling, move to the next section and paint over the feathered edges. For the second coat, apply the paint in the opposite direction. This crisscrossing paint application sharply reduces (if not eliminates) lap marks.

The two from Angie's list sent worker/s back to try touch up problems, but once the job is not prepared correctly in the first place any extra work is like putting a band-aid on a dirty wound.
The obvious trick here is for unaffiliated contractors to use the BBB, PDCA, Chamber or other organizations’ logos without being a member. Other tricks include claiming membership when that membership has expired or even make up fake organizations that sound good. The BBB continuously goes after unscrupulous companies that attempt to trick customers into thinking they are members. Because of our wet/cold weather, another painter was booked out through August as of May 7th, 2016. Anyone even thinking about a VA loan refi should get estimates for painting and pest inspections BEFORE starting on the loan paperwork, otherwise you will have difficulty getting painting and inspections done in a timely manner (and it is my understanding this is common with VA loans.)
