When the homeowner is at the point of hiring a painter, they generally will have colors selected or at the very least a color in mind. I always ask for the colors before I bid a job. Dark colors, high sheen colors and specialty finishes require more labor, this drives price. If its not a color change or I'm going over a similar color I give the pricing option of one or two coats. The best advise I can give based on 25 years in the business is to put it all in writing,colors, brands of paint preferred, when the work can be done, who moves furniture and how payment will be handled. I never get up front money. BTW you most definitely get what you pay for with paint. Higher quality products results in and better looking job. Don't be a cheapskate when it comes to paint or the painting contractor.
Before the scrubdown, protect nearby plants by misting their leaves and saturating the surrounding soil with water, pulling them away from the house, and shrouding them in fabric drop cloths. (Plants will cook under plastic.) Lay more drop cloths along the base of the walls to collect any falling paint debris. Walls should be wet down before getting scrubbed, then washed with a gallon of water mixed with 1 cup chlorine bleach and 1 cup of either a concentrated, phosphate-free cleaner, such as a trisodium phosphate (TSP) substitute, or Jomax House Cleaner. Working in sections, from the bottom to the top, will avoid streaks. Be sure to rinse walls well before the solution dries. Primer: While technically not paint or a finish, the use of primer is crucial in interior painting. Failing to use primer on a porous surface, such as wood or concrete, can lead to imperfect paint coatings that could end up peeling away from the walls. Primer is also a must if covering up a darker color, as it will take fewer layers to cover the old paint.
Some proposals simply say to paint the walls and ceiling and never specify the number of coats to be applied. If the colors are similar enough, it's possible to get away with one coat of paint and not discount your pricing. No matter how hard you try, tiny, pin-sized air holes will pop exposing the original walls. This may not bother you if you can't notice it, but principally speaking you should have paid your painter less for the work.

Not only do I agree with what you are saying; but, I will not use Angie's List for referrals again. Their "A" rated painter did some of the exact things they are now warning against; however, they are still rated "A". I sent in a review and it took eight weeks to post it. They allowed the contractor to lie about what happened as a response. I had proof and photos. Angie's List is a scam; instead ask neighbors and friends for referrals!
This painter Scot never came and finished the job. Texted me at 6:30 in the morning saying that he isn't able to do the job I gave him. I would not recommend this painter to anyone. I will make sure everyone I know won't use this guy. He is the worse business owner I have ever met. I don't know how he is in business. Be very careful of this guy Scot. Don't trust him and don't pay him for anything for any work.
For smoothing the edges of scraped spots here and there, you can wrap a piece of sandpaper around a wood block. For larger areas, it's less tiring and more effective to use an electric orbital sander. Move it up and down or back and forth across the surface to remove old paint and smooth rough edges at the same time. Don't use an electric disc sander or a belt sander. Both can leave swirls or dips in the wood that will show through a new coat of paint.

If the point of hiring a well established, experienced, reputable painting contractor is to secure the professionalism and trust suggested to be inherent with that choice, then I would EXPECT that professionalism and experience to include the ability to make the proper and correct calculations for labor and materials for a fixed price quote, and there should be NO reason for the contractor to put the cost burden of their miscalculation on the consumer.

Recently I had the outside of my home painted. The contractor wrote a good contract, but I failed to realize that some things were not in it. It reminds me of the car dealer who offered a good price on a new car but failed to mention that it did not include tires. My contractor failed to specify that lattice under a porch was included. So the painters did not paint it. To his credit, he did instruct them to paint it when I brought it to his attention.
