I think the important point is that there are several key choices (who to do the work; color, sheen, quality, of paint; how many coats; amount of prep/repairs to be done and by whom, how long the job will take, provisions for changes, how detailed the contract needs to be; advanced deposit/progress payments/final payment; final inspection, etc.) that need to be made and it requires advanced research and planning in order to become well enough informed to make the right choices. Prep. For new work the painter accepts the finish done by the drywall or plaster and once he accepts the work and starts painting he owns any wall repairs. Existing work is a different thing. We built boats of wood because we had nothing better, we built homes of wood because we had nothing better. I grew up putting wood siding (cedar, redwood) on houses, it was the best we had. Now I tell people use cement siding, paint it once every thirty years if it needs it or not.
As you scrape, you may find that the wood has turned gray or black in some areas. Check for rot by probing these areas with a nail. Spots that are discolored but firm are simply weathered. Weathered wood doesn’t hold paint very well, so sand away the gray surface. If you find soft areas, you’ve got rot. Small, shallow soft spots can be dug out and repaired with a two-part filler such as Minwax High Performance Wood Filler. This all comes down to the rules.....1. references....does the contractor have them??? I ALWAYS furnish all my prospective customers them....no excuses...2. insurance....again, I always furnish proof....3. Read the proposal carefully...I ALWAYS list materials down to tape used, the brand, the grit of sandpaper, the manufacturer, etc....its INEXCUSABLE to not list all of these items....I am a member of the PDCA, the Painting and Decorating Contractors of America, the foremost authority in the coatings industry and they also approve of what I listed....if you do not follow these guidelines, you will NOT get a job reflective of "professional". Look for the PDCA where any painting contractors are, if they are not a member, RUN!
Over the past year I have had several jobs given to 2 Angie's list recommendations and 1 not from a recommendation. They all have one thing in common, lack of sufficient and correct preparation to save time, labor, and the fact that they put a person in charge that was a cut corners type of worker. Because of our wet/cold weather, another painter was booked out through August as of May 7th, 2016. Anyone even thinking about a VA loan refi should get estimates for painting and pest inspections BEFORE starting on the loan paperwork, otherwise you will have difficulty getting painting and inspections done in a timely manner (and it is my understanding this is common with VA loans.)
