I did go with the highest bidder and it did not matter. They did a shoddy job and threatened to take me to court when I pointed out mistakes that they made based on their work standards stated on the quote. If there is any peeling — and there usually is somewhere — it's essential to scrape off any loose paint. This doesn't just mean the parts that are already separated from the wood and ready to fall off on their own. Each spot where paint has peeled loose needs to be scraped thoroughly until you can no longer get the sharp corner of a putty knife under any of the surrounding edges of paint. Then, the bare spot needs to be sanded until the paint edges are smooth.
Second: all the tricks of the trade in regard to "cheating" customers is for hustlers and cheaters and NOT established businesses. At the end of the project the job should come out looking professionally painted as specified in the contract. A selected color that takes multiple coats that was not calculated by the contractor should cost more money. It's not the fault of the painter.
The other difficult part is getting a painting contractor to show up. While this generalization does not apply to every painter, personally I am extremely grateful if I can get a paint contractor to show up to look at the house and to later produce a written estimate. I hardly fault the painting contractors, because I think it is a combination of the contractors being smaller operations along with a high demand for their work.
You are right on with this - why do people leave switch plates on when it's just so easy to take them off? Another thing that happened to us - we had the popcorn ceiling taken off and the ceiling painted white. When the job was done and I later went to change out all the fixtures/fans, they had left every fixture in place, so there was a large patch of popcorn and unpainted ceiling left behind - it just didn't dawn on me to specify that they take those down before scraping and painting. It was kind of a mess.
The companies with the best paint products are Benjamin Moore, Dunn Edwards, Sherwin Williams, and Vista Paint. As a painter I don't recommend Berh from Home Depot as much because it's quality is just marketing. Flat paint has no sheen and it shows its true color, but is not easy to wash or clean. Satin, eggshell have low sheen and is washable. Semigloss ang glossy has a high sheen and these paints are recommended for bathrooms and kitchen or where there's high humidity and steam.

We had a bad experience with an interior painter years ago, with the crux of the problem being him overcharging us at the end for "extra work" he didn't anticipate. One thing I'd strongly recommend is making sure it's in the contract that any additional work or growth work is estimated and communicated to the owner as soon as it is identified, otherwise the owner is not liable to pay it at the end.
