Oh, where to begin? Let me start with 'watered down paint'. 25-50% before the material gets to the site? Impossible. You would basically be painting with water at that point. It would be less of a hassle, and cost, to simply use proper material. You would be forced to apply three coats instead of two, as the coverage would be horrible. When painting the trim, you don’t have to be neat. Just concentrate on getting a smooth finish on the wood. Don’t worry if the trim paint gets onto the walls. You’ll cover it later when painting the walls. The article and comments were great information to have before deciding how to go about getting a painting job done. I think the important point is that there are several key choices (who to do the work; color, sheen, quality, of paint; how many coats; amount of prep/repairs to be done and by whom, how long the job will take, provisions for changes, how detailed the contract needs to be; advanced deposit/progress payments/final payment; final inspection, etc.) that need to be made and it requires advanced research and planning in order to become well enough informed to make the right choices. Then it requires spending sufficient time to check materials and inspect the quality of the work while it is on-going, raher than waiting to do it all at the end. President Reagan's philosophy of "Trust, but verify." applies.
Once you have removed all the loose paint, you should apply an appropriate primer to some of the distressed areas, especially if your paint-removal system has exposed raw wood or bare metal. The kind of primer you use depends on the kind of paint you'll be using later. For latex paint, use latex primers; for solvent-thinned paints, use solvent-base primers; and for metals, use metal primers. Not only do these coatings provide extra protection against the elements, they also form a firm foundation for finishing paints. Also, priming is always required when you're working on new wood.
Labor costs for painting vary widely, depending on region, season, type of painting project, and experience level. Many experts paint in a “W” pattern when using foam rollers, but others simply roll up and down then sideways with either brushes or rollers. I managed commercial construction projects for many years, have built and remodeled several properties, and never once have I encountered any of these scams. The tone of this article is deeply troubling. The author seems to be saying that ALL painting contractors are inherently dishonest, and that has not been my experience. The underlying advice here is sound: get it all in writing and cover as many contingencies as possible--so pointing out potential pitfalls like coat coverage is helpful. But do that in the spirit of clear communication of expectations, not with the expectation that the person you are hiring will try to cheat you at every turn. Not every contractor takes outrageous advantage of change orders; not every contractor will sneak past necessary preparation and/or repairs. Contractors of all sorts get a bad rap as it is; reinforcing a stereotype with articles written from this point of view just seems unproductive.
Some contractors work on time and material others on a firm contract. I would never hire the former and am leary of the latter. A contractor may low-ball a bid to get the job planning to make a killing on change orders. If you say good morning to them, they charge you extra for that. If the contract is not very, very specific and extensively fleshed out or if they display their change order schedule prominently on top, show them the door.
According to the EPA, professional painters must check for lead -- especially if a home was built before 1978. Many DIY painters forget to test for lead paint. Testing kits are available in home improvement stores for less than $40. You can also hire a lead testing and removal professional to do this work quickly and efficiently on your behalf. Lead paint can be dangerous; it's far better to find it before you put time and effort into painting your home than after the fact.
More recently, professional painters are responsible for all preparation prior to painting. All scraping, sanding, wallpaper removal, caulking, drywall or wood repair, patching, stain removal, filling nail holes or any defects with plaster or putty, cleaning, taping, preparation and priming are considered to be done by the professional contracted painter.
With that said, here's the reality of that particular scenario. Painters do put water in the paint, but not for reasons you would think. Some materials need to have their viscosity manipulated in order to slow drying time, allowing gravity to 'smooth' out the product for a better finish. It also prevents 'drags' and 'sausages'. I personally try not to do it too often, but from time to time I have to. I want my client to have a proper finish.

I was a painting contractor for many years and never asked for a deposit upfront. A good contractor should have great credit with his suppliers and an even better contract if the deal should go south before the job is done. Get to know your customer and explain how each paint covers so they understand fully before you have to apply 3 or 4 coats. If you didn't bid your job right and the client has already signed the contract then that is on you not the client. Yes I haven had to eat the difference but the client was happy and a return customer for years so I made up for it.

Climate is another factor to consider. Sunlight, wind, rain and salty weather can all wear out exterior paint. Oil-based paint is durable against wind, rain and temperature changes, but sunlight tends to degrade it. Alkyd paint chalks and sheds very thin layers when it begins to wear. My painter franchisee, who I got from Angie's List, must have found some shmucks on the corner to paint my house. I specifically said I wanted stain. First my house was painted the wrong color, Then it was painted with LATEX paint- not stain. Estimates to 'undo' the damage is around $10,000 and its not a guarantee that it will work. The work is at best amateurish. Many underpainted or not painted spots, drips, etc. They did the entire outside (scraping?, priming? caulking?, painting), cleaned up and left within the time I left for work and came home. There were thee of them (my neighbor told me) This was two years ago and I am still upset. Can't be fixed.
