Enforcement of this Act by the Painter-Stainers Company was sought up until the early 19th century, with master painters gathering irregularly to decide the fees that a journeyman could charge, and also instigating an early version of a job centre in 1769, advertising in the London newspapers a "house of call" system to advertise for journeymen and also for journeymen to advertise for work. The guild's power in setting the fee a journeyman could charge was eventually overturned by law in 1827, and the period after this saw the guild's power diminish, along with that of the other guilds; the guilds were superseded by trade unions, with the Operative United Painters' Union forming sometime around 1831.[2]
According to the Bureau of Labor Statistics, 45 percent of all painters are self-employed, though that number may be slightly higher if companies hire freelancers or self-employed painters as part of their team. The price that painters charge for their services is largely dependent on their association and whether the job is completed in the warmer or colder months (painters often charge more in the summer and less in the winter, given demand and other factors). Most interior painting projects will present corners and edges. Corners, trims, splashes and accents will require cutting in — which generally requires the most patience, preparation and skill. There is a lot of debate among painters whether it is better to cut in before or after applying the roller. Solo painters may want to prepare the surfaces first, apply painter’s tape where required and cut in before applying paint to the rollers. Painters working in teams can split cutting in duties in sections while other team members are applying paint with rollers.
Did you even read the article? It was specifying UNSCRUPULOUS painters! And, by the way, the photo at the top was not identified at all. How would anyone know whether it was done by a homeowner or not? Also did you ever stop to think that if a consumer has the knowlege to spot a dishonest contractor then by default he also has the knowlege to identify an honest one as well? And, pardon me, but just because you've never seen something has absolutely nothing to do with whether it has actually happened to someone else. Why would any honest business person be so defensive about the publishing of such useful information? If any painters/painting contractors object to a consumer having this kind of information maybe they are the dishonest ones!
